Yes, WWW was invented by CERN. US can only turn off the Internet for the US. The backbone is owned by companies like Global Crossing (which is HK/SG), etc.

Well USA in a sense did 'own' most of the internet as most of the ICANN root servers were physically based based in the USA. (ICANN is responsible for resolving IP adresses into top level domains)

Now most of the actual servers are 'distributed' all over the world,but some still remain in the US

For instance, World Wide Web was invented by Tim Berners-Lee and Robert Cailliau in 1990. Both men made proposals for hypertext systems. In fact, the binary number system, which forms the basis for nearly all nowday's computation, was first invented back around 1679 by Gottfried Leibniz.

2nd, even if US invented it, does that mean only US can censor it but any other country?
