Yes, Indian constitution has special provisions for Dalits and as much as 22.5% seats are reserved in parliament and all government jobs for them and also special laws to protect them. This malaise is thousands of years old which the rulers of India ignored for centuries.Hope that India's humanitarian concern universal throughout India.

Kashmir, Assam and Manipur have problems of terrorism that is dealt by force otherwise Indian democracy permits any political activity as long as its peaceful. You will find that separatist Kashmiri leaders of Hurriyat Conference are given special privileges by the Govt. of India as long as their politics remains peaceful.
Violence against journalists and women are more of a law & order issue and not a state policy unlike some authoritarian rules.
