I am looking more from the perspective a submarine.

Submarines are the hardest for which one needs perfection.

Submarines biggest, and perhaps the only strength, is stealth.

A noisy submarine is useless.

And it is EXTREMELY HARD to build a silent nuclear reactor, with minimal heat emissions. You need extraordinary precision engineering, and brilliant design.

China already have those reactors for subs, this is for heavier ships bro. They are current working in Type 098 subs

Actually making reactors for ships are more difficult than making reactors for submarines. The French learnt it the hard way.
