Turkey is continously sending relief to Syria for much of the civil war.
Its expense on Syria and refugees alone since the start of the war is probably multiple times bigger than Chinas wordwide donations.
Even if you count in donated the broken medical equipment since virus outbreak.

A real civil war involves people from the same country fighting each other. The Syria war right from 2011 was an international war where militants from all over the world, supported by NATO in various ways, fought against mainly the Syrian armed forces who were also supported by a few foreign allies.

The Syrian "rebels" are mainly foreigners.
