I didn't follow those news. Maybe the option is based on their performance in past years / months.

That is not a very good option if the swimmers are not in shape since 4 years last time they swam to able to compete on the world stage. Hence the trials.

I approximately remeber China had good performance in last World Champions (Kazan 2015).
In China swimming athletes trainning records are counted as well, and new results of World Champions, FINA...

USADA to demand blanket ban on Russian team at Rio Olympics - leaked letter

“I have to question on what authority the USA and Canadian Anti-Doping agencies prepared their letter and what mandate they have to lead an international call for a ban of another nation in the Olympic family,"
the statement reads.

On Monday, the World Anti-Doping Agency (WADA) is set to release a report regarding allegations of state-sponsored doping among Russian athletes during the Sochi Olympics in 2014.

The exact content of the report, prepared by the Canadian lawyer Richard McLaren, is not known.

However, the leaked letter, which was reportedly signed by United States Anti-Doping Agency (USADA) CEO Travis Tygart and Canadian Centre for Ethics in Sports (CCES) CEO Paul Melia, calls on the president of the International Olympic Committee to “instigate a ban” on the entire Russian Olympics team from the Rio Games.

”Both the independence and the confidentiality of the report have been compromised,” said Hickey, stressing that McLaren’s report should have been kept secret until its official release.


Hickey also raised concerns over a potential prejudgment in the case. “There seems to have been an attempt to agree an outcome before any evidence has been presented," he said.

He added: “It is clear that only athletes and organizations known to support a ban of the Russian Olympic Team have been contacted.

"Such interference and calls ahead of the McLaren Report publication are totally against internationally recognized fair legal process and may have completely undermined the integrity and therefore the credibility of this important report."

Russian Sports Minister Vitaly Mutko told TASS that "Hickey’s statement is very important, he is absolutely correct in saying USADA has compromised independence and confidentiality of WADA’s Independent Commission.”

Exactly, it feels like the entire US media machine is running against Russia to smear the national am. Now, the US is asking the Olympics committee to ban the entire Team Russia.

Well, perhaps we all need to vacate the Olympics and let the US grab all the gold medals.

It is so bad they do not even know to lose gracefully.

How would you feel if the whole entire Olympic team is cheating because the government is helping them? Wouldn't you worry that your players who won second place should have gotten first? Reminds me of East German swimming team that cheated. And you know what? It was a Russian player that was the whistle blower that informed that the Russian govt. did it.
