China, ROK hold successful talks on maritime demarcation

China and the Republic of Korea (ROK) held their first round of talks on maritime demarcation on Tuesday to implement the consensus reached by the leaders of the two countries on July 3, 2014 to start the talks in 2015.

Liu Zhenmin, China's vice foreign minister and head of the Chinese delegation, and Cho Tae-yul, ROK's 2nd vice minister of foreign affairs and head of the ROK delegation, co-chaired the talks.

The two sides said they will hold consultations on overlapping exclusive economic zone and continental shelf claims in accordance with international laws including the 1982 United Nations Convention on the Law of the Sea, and also based on the spirit of win-win, sincerity and mutual trust.

They also noted that to settle maritime demarcation in a friendly and consultative way is of great significance not only in the steady and enduring growth of bilateral ties, but also in the further promotion of maritime cooperation as well as continuous development of the strategic cooperative partnership between the two countries.

The two sides expounded their views on issues related to the maritime demarcation, with China stressing the importance of fishery.

During the talks, China and ROK also agreed to set up a three-tier negotiation mechanism.

The first-tier will be made up of governmental negotiation delegations with officials from foreign ministries' department-in-charge, the second will be composed of working groups with department-level officials responsible for detailed negotiations, and the third will consist of expert groups to handle technical issues.

The second round of talks is scheduled to be held in China in 2016, and the exact date will be worked out through diplomatic consultations.

This is how things should be done, diplomatically, unlike certain barbaric countries that just go on a killing/raping rampage b/c they felt like it (USA, Japan I'm looking at both of you). Aggression is for the lowest denominators of life (ie. animals) while diplomacy is a sign of intelligent humanity.

They say what separates humans from animals is humans can smile to express joy. Let me add diplomatic skills to avoid conflict to that list.

And before anyone say that only humans kill not for food so diplomacy does not apply. Well, dolphins do it too. They sometimes play with seals until their bodies are battered and leave their bodies to float aimlessly...

Why the suspicion, my friend. In the end, it is a meeting between the equals and China is not threatening with economic sanctions or bringing a sort of democracy loaded onto strategic bombers. I am sure the optimum will emerge from the negotiations for both sides in the spirit of good neighborhood and historical affinity.

I liked this line very much and becoming increasingly state-ist, it makes pefect sense. I think social diplomacy is what separates barbarian nations from civilized ones (barbarian in the sense of no respect for human life).

China, South Korea reopen maritime demarcation talks after 7 years

China and South Korea on Tuesday reopened talks on maritime demarcation after seven years, which analysts believe can serve as an example for other Asian countries in resolving maritime disputes.

Chinese Vice Foreign Minister Liu Zhenmin and his South Korean counterpart Cho Tae-yul attended the meeting, which began "in an amicable mood" as both sides cited good relations between China and South Korea, Yonhap News Agency reported.

The two sides said they will hold consultations on overlapping exclusive economic zone (EEZs) and continental shelf claims in accordance with international law and also based on the spirit of win-win, sincerity and mutual trust, the Xinhua News Agency reported.

Lü Chao, a research fellow at the Liaoning Academy of Social Sciences, told the Global Times on Monday that the talks will benefit both countries whose cooperation and exchange are at an historical best.

The two sides have organized 14 rounds of director general-level talks between 1996 and 2008 but have failed to reach an agreement. Chinese President Xi Jinping and South Korean President Park Geun-hye agreed to launch the negotiations in July 2014, Yonhap reported.

South Korea wants the maritime border to be drawn halfway between the two nations. But China says it should be at a distance proportionate to the length of their respective coastlines, according to Yonhap.

"China and South Korea has agreed that there is no territorial dispute between the two countries and the negotiations are aimed at solving the overlapping maritime rights. A friendly political atmosphere, a strong political will and a full understanding will help push the talks forward," Huang Wei, an associate professor at China Institute of Boundary and Ocean Studies of Wuhan University, wrote on the People's Daily website on Friday.

A final solution usually takes years and the reopened talks can set up a good model for other Asian countries in solving maritime disputes, especially when some have attempted to hype the issue at multilateral forums and complicate the situation by inviting forces outside the region, Cao Qun, an expert at the China Institute of International Studies, wrote in an essay published in the Guangming Daily on Tuesday.
