The Chinese government has decided to lift a ban on banana and pineapple imports from the Philippines. China’s Administration of Quality Supervision, Inspection and Quarantine decided to implement the ban last year, after detecting a pest named Dysmicoccus neobrevipes. Filipino Banana and pineapple farmers appreciate the government’s decision, as China is a huge market for the two goods. The Philippines remains the second largest producer of bananas worldwide, following Ecuador, and supplies about 95% of bananas demanded by the Asian market.

MANILA (Reuters) – China will lift a Philippine fruit ban and explore broader farm and fisheries imports and investments in its fledgling farm sector, the Philippine agriculture minister said, signaling serious intent by Manila to beef up business with Beijing.

China would resume shipments from 27 blacklisted fruit exporters as a “gift” when President Rodrigo Duterte visits with a business delegation from Oct. 19-21, Agriculture Secretary Emmanuel Pinol told Reuters on Sunday.

“I would look at that as a goodwill move,” he said. “The atmosphere would be positive.”

Pinol’s comments suggest Duterte is following through on his promises to build a commercial alliance with China, made repeatedly in speeches in which he has angrily alluded to cutting ties with the United States and reaching out to its geopolitical rivals.

The trade talk with China is hugely symbolic and marks a stark turnaround in ties since a July arbitration ruling in The Hague went in Manila’s favor and angered Beijing by invalidating its claim to almost the entire South China Sea.

Duterte is forging ahead, even as mistrust lingers over China’s four-year blockade of Filipino fishermen at the Scarborough Shoal.

Pinol said ending the ban on bananas and pineapples would boost demand in other parts of a farm sector that has seen its output contract for two successive quarters.

“Since we are not involved in the diplomatic issues, we are just looking at this as a windfall for Philippine agriculture because China, we have to admit, is our biggest market for our agriculture products,” he said by phone.

“The interest of China in importing fisheries products will spur development,” he said, adding the demand would see Filipino farmers ramp up their output.

SHRINKING OUTPUT

Agriculture accounts for about one-tenth of the Philippine economy. Farm output dropped 4.4 percent in the first quarter from a year earlier, followed by a 2.1 percent contraction in the second quarter, according to government data.

Together with the impact of the El Nino weather pattern, the ban, he said, had seen earnings from banana shipments down by half in 2015 from about $ 1.1 billion in 2014.

Pinol said Beijing’s ambassador to the Philippines had informed him China would look to import mango and dragon fruit, plus fisheries produce like crab, shrimp, grouper and milkfish. China imported just 6.3 percent of the Philippines’ $ 1.3 billion in seafood shipments in 2014, compared to 25 percent to the United States, according to most recent official data.

Finance secretary, Carlos Dominguez, on Saturday told Reuters Duterte was seeking billions of dollars of Chinese infrastructure investments, including rail lines and power grids.

Duterte’s defense minister on Friday said moves were afoot also to acquire Chinese arms.

Pinol was hopeful that an invitation by the Bank of China to attend events in China could create opportunities to secure much-needed financing, and he said he expected China to very soon increase imports of different produce because its export firms were already active in the Philippines.

“That should happen fast because there are Chinese groups here waiting for the ban to be lifted,” he said.

“These are exporting companies and they buy their produce from farmers.”

This is the kind of carrot i was talking about ;). PH is starting to get some luck with Duterte sitting on the throne. The best of luck cracking down on drug dealers and smugglers, do not mind the Western media hammering human rights issue. Continue to bash them and kick those yankees out of PH :lol:

Yes, and a very pragmatic step, which covers fruits, rail lines, power grids, financial capital, weapons,... I believe many more items should come.

"That’s one small step for man, one giant leap for the nation"

That step must be walked in the right direction, of course.

IMO I believe he is pretty SMART and FOCUS. Right at the beginning before his inauguration as a President, he asked USA a very pertinent question and with a WRONG, EVASIVE and UNCOMMITTED reply given the US, he made up his mind and formulate his first foreign policy. This is completely in contrast to the other leader Modi which I gave a negative rating.

In the South, Mindanao, Duturte asked the US to remove themselves there, removing "Centuries of Mistrust and Warfare" he said. Otherwise he may have to deal with growing resentment that will leads to eventual separatism.

In announcing his decree to stop all future war exercise between USA and Philippines in the South China Sea, he is aligning Philippine tilt towards USA or Japan, he is beginning to win the trust and confidence of the China government. Hence bilateral relationship can now moved forward. USA trade with Philippines is small in comparison with those from China despite of their squabble. Imagine the future under President Duterte.

Former President Fidel Ramos was the first Philippine leader to tell off the USA Secretary of State Hilliary Clinton then that Asians know how to deal with Asian problems without USA interference. Then USA place a US returnee BS Aquino that complete tow the US agenda. It stoke the region and gave China the opportunity to turn it completely into her playing field.

The PCA in giving Philippine a HOLLOW political victory has in fact turn every other nations into LOSERS in their definition of the island. In its ruling, many nations including Philippines instantly lose their 200 miles EEZ sea borders and China still in control of these rocks and islands is in fact a winner. The real winner is USA which lies across the Pacific. Although it affected their own rock and island territories in the Pacific Ocean but who can challenge them.

Hence the easing of the FRUIT BAN by China against Philippine is indeed a move in the right direction and towards PEACE and HARMONY.

ASEAN should says Thank You for special emissary Fidel Ramos for his golf tour in China recently.

This man is going to maximize PH's military alliance (aid) from the US and economic connectivity with China. He is also the "Hitler" to handle domestic drug dealers.

Nobody should believe that he may be pro-China/Russia.

American is such a poor chap. No money to supply any alliance. Donating a few millions policy will not work anymore. Others are looking at billions figure. :lol:

I bet Duturte scold obama son of whore with hidden meaning. In fact, he wants to say son of beggar but it maybe too obvious and he change to son of whore when his billion dollar allliance suggestion is rejected by the cashless American. :rofl:

Pragmatic step. Too bad (or perhaps not bad at all) that the US does not enjoy similar diplomacy flexibility and militarization can take one only this far.

What remains to the US is to seek to destabilize PH to seek establish a pro-US junta.
