Why should China confirm anything?

It's an Indian official making the trip: China should say he's welcome whenever he wants and tell journalists to ask New Delhi for trip details.

And why didn't Chinese official say that to reporter ???

AFAIK officials visit on invitation form hosting country. And if you didn't follow the news he is saying he will be going but Chinese officials are saying they will clear it in due time. What that gives you ???

Assuming you don't mean "rescined"
It's protocol. Visit might have been scheduled long before this. Officials can't go on official business without seeing the availability of their counterparts.
Original purpose would have been to plan the agenda of visiting new Chinese leadership.
