You are actually right, the report "青壮年文盲率从自治区成立初期的95%下降到0.6% " does say the rate is for the young and middle aged group.

Bilingual means the books are in Tibetan or Chinese ? Because in India the sciences are normally in english while local language or state language is normally taught for 3 years.

Unlike Indian's English as the major class language, China's official education language is mandarin, which include every discipline except the language education itself. BTW, I highly doubt that Tibetan language can be used in the science and technology education.
