Chinese government officials considered using an armed unmanned aerial vehicle to target a drug trafficker hiding in Myanmar, according to an interview with Liu Yuejin, the director of China's Public Security Ministry's anti-drug bureau that appeared in Global Times on Monday. The target, Naw Kham, wanted for a drug-trafficking related attack that killed 13 Chinese sailors, was eventually captured last April in a joint Chinese-Laotian operation in Laos and is now appealing a death sentence in China. Yuejin's comments are an unusual glimpse into China's considerations for the use of drone strikes, a tactic that is no longer used exclusively by the United States.

The proposed Chinese strike would have occurred in Myanmar's restive north, where the Naypyidaw government has struggled to control ethnic conflicts and a thriving drug trade. Much like the U.S. official rationale as for strikes in Pakistan, Yemen, and Somalia, China could have either sought Naypyidaw's support or credibly claimed that the government was "unwilling or unable to suppress the threat posed by the individual being targeted," in the words of the Obama administration's white paper on its own targeted killing program. Similarly, as a violent drug trafficker tied to the deaths of Chinese sailors, China could have justified the potential drone strike under the white paper's loose definition of the "imminent threat of violent attack" against the homeland -- much as the United States justified targeting al Qaeda militants tied to the bombing of the USS Cole with drone strikes, beginning Abu Ali al-Harithi in 2002 (well before the white paper was authored).

The admission that the Chinese government considered a drone strike comes as its relationship with Myanmar has become increasingly strained amid stalled economic projects and new competition for influence with the West. China also appears to have placed special emphasis on their UAV programs in recent months, unveiling new models (that look suspiciously like U.S.-made Predator and Reaper drones) and retrofitting old Shenyang J-6 jets to fly by remote control.

Yuejin told Global Times that the drone strike option was passed over because of instructions to capture Naw Kham alive, but his comments demonstrate that China is weighing targeted killings seriously. When -- almost certainly not "if" -- China conducts its first drone strike, it will join just three other nations -- the United States, Britain, and Israel -- and place itself among the drone powers in the ongoing international assessment of the legality of these operations and whether they abridge international law and the established concept of sovereignty.

So he is pretty much dead already.

The rest is just speculation.

Not really, the situation is very different. The Mexican drug lords are still there because many of them actually funds US operations and have support from US (Those advanced gears don't just fall from sky you know). The drug lords in Myanmar do not.

Lol.......CIA sponsoring drug lord again? I think you'd watch too many movie.

In fact, CIA does not need to fund the drug lord, WE, as a normal person, funded the drug lord. Every junkie, pothead, rich college kid contribute to the drug lord. And that funding is maybe 10 times the CIA operation funding every year.

I have a friend who's in DEA, he told me, we have lost the drug war right off the bat when it started.

You know why? Supply and Demand.

If you thingk you drone strike some transport plane carrying drugs, burn some opium field, Arrest some mule and the price of the drug will be draged up, then you are dead wrong.

FIrst of all, one need to know how easy to grow opium or Opiate and coca leave (Which you use to make Cocain)? Very easy. Farmer in Mexico and Asia gwoth them and sell them to Drug Lord for $5 or $10 a Kilogram.. Instead of $1 a kilo coffee bean and less than a dollor of cotton, cocoa, tea or whatever growth on the dirt, for the farmer, the profit are 500%.

Then you can burn the field, it just need to wait for 2 season (1 to roll the soil, another to reconstitute the field) then the field are ready to growth opium and coco leave again in 6 month. You cannot poison the field so nothing will ever growth on the same spot, as doing that will push your farming industry to death.

Then the drug lord buy coca leave and opiate for a fiver a kilo, extract it and distill it and make it into high quality cocaine and morphine. With less than $1000 per kilo, but you sell them for $350,000 a kilo of hhigh concentration cocaine and pure morphine.

That again a 3000% profit.

You can sieze the plane, boats, car or whatever to carry drug, and you can execute whoever being a mule, that does not stop the supply of drug one bit. Because the more you confiscated, the more the drug lord make to fill the market, so a steady amount of drug will be there for the demand. And the more way they use to sneak into your country. They increase the quality so A.) TO be cost effective and B.) To stay cpompetitive so you don't go get drug fro msomeone else. That mean the more you act of courier, they more they hire back and you actually got more drug, in high quality flooding your street, in the end, you ended up flooding the market with Higher QUality drug with a lower price, as there are enough stupid people to run the risk for 300-1000% profit.

Drug war is a show, it's a money burning show, there are no way Drug can be stop to rush in Developed country from Undeveloped country. My friend said, the only way we can win drug war is as if the Government grow drug themseelve, and sell it for lower than every dealer. Then the profit factor in there will be gone. And the business is no longer durable.

ANother way to deal with is is to kill every drug addict in your country, bit i can't see how it cna be done as it cannot be done in America which have a 4 times less population than in China and China have supposeabley 4 time more junkie than the US.

The war on drugs is a joke. We can't even stop drug paraphernalia let alone the drugs. Don't believe me? Go down to your local 711 and you'll probably find one of these

. The astute among us will probably realize that if you take out the cheap 1 cent flower, that glass bottle becomes a crack pipe. I've also seen guys pick up spray paint, small wash towel/sock, and a sports bottle then huff away in the parking lot. Whatever your drug of choice is, you'll probably find something at a convenience store to help you get high.

Also, cocaine and heroin aren't even "in" anymore. There's so many synthetics out there that anyone that has passed high school chemistry can probably cook. Also, there's so many things that are straight up legal.

USA has civilized system, While China has communism (Maoism). In Communism there is no Human rights, No geneva convention, No humanity...

I am sure Communists can kill this menace.

I do not think so. China will not send drones to another country. We are not uncle sam and we do not intend to become one either.

US has civilized system ? Dude in Rwanda they sent US soldiers to get Americans living there. They along with many European soldiers and UN peace keeping forces, they could have stopped the genocide in Rwanda of Tutsi people. They didn't do anything. People begged to take them. Just the reporters were taken along with US people, in documentary, you can hear gun shots.

US is worst War Criminal in the world. Look at Vietnam, Iraq etc.
