And, yes this was a major fail.

It's HHQ-9, so just a sea variant of the land based HQ-9.
The missile have potential to be more miniaturised given its range.
I wish the next gen destroyer will have hot launched system like those for type 054A but for longer ranged missiles.

Sometimes it's more convenient to launch missiles without having to open hatch, also less complexity and one less likely failure point. Also the container itself may be disposable and not meant to be reused. The cover is there to protect from outside environments.

The type 054A which used HQ-16 have hatches that open before missile is fired.
