Can young kids and teenage muslims now go to mosques in Xinjiang? Can they promote and speak their own language?

China has to understand that the world is uniform and trying to you cant force everyone to conform. Cultural autonomy and freedom along with religious freedom is a must for any civilized society.

Same applied to the Tibietans and other ethnic, religious and cultural groups btw

It's very naive of you to think that young children can't go to mosque in Xinjiang. There are plenty of mosques in China right now, not only in Xinjiang, but also in cities like Shanghai, and it is totally free which religion you want to choose, no matter where you are (as long as it's nonviolent and does not promotes its believers to evil deeds) The official stance on religious issue is that "the government does PROMOTE religions".
