SCS is an international water only to the degree that China's absolute sovereignty on four SCS island groups allows. No more than that. If you want international waters, just check in a hotel in Hawaii and swim in-house pond. That's your international waters because you will be swimming with lots of foreign tourists there.

As I said, those waters outside the EEZ generated by four island groups are international waters (save the EEZ and CS generated by archipelagic as well as continental states). In case of overlap of EEZ and CS, then, we need to do delimitation.

Other than EEZ, CS and TS, you can have all the international waters in SCS as you wish.

China is not annexing countries in SCS, but islands that it originally owned. China-Vietnam did land border agreement decades ago. The dispute is over maritime boundaries and ownership.

In fact, China has only one border dispute although it has 14 neighbors, the most in the world. How lucky we are!
