Country seeks collaboration with China in energy and transport

Poised to make sweeping economic reforms at a major development conference in March, Egyptian leaders played up their existing cooperative ties with China during a recent visit to Beijing.

At the Egyptian embassy in Beijing early this month, a delegation that included Egypt's ministers of transportation, international cooperation, industry and trade as well as electricity and energy said investment opportunities in their country are on the rise for Chinese investors.

Naglaa El-Ahwany, the minister of international cooperation, says the Egypt Economic Development Conference in Sharm el-Sheikh will be an important milestone for Egypt's economy.

"As a global investor, China will play a key role in the meeting. All the Chinese government officials, company representatives and investors are welcome to the meeting."

China is Egypt's largest trade partner, with bilateral trade volume reaching about $11 billion last year.

The ministers' visit, a prelude to Egyptian President Abdel Fattah el-Sisi visit to China at the end of the month, shed light on negotiations for possible cooperation between the two countries, in transport.

Hany Dahy, Egypt's minister of transport, says the country is in talks with several Chinese high-speed train makes such as CSR Corp Ltd.

"We are talking about cooperation in various forms, including co-establishing factories or developing technologies together."

The conference in March will likely attract billions of dollars in foreign investment over the nation's planned four-year period to help improve its staggering economy. Egyptian officials have forecast economic growth of 3.8 percent next year.

Mohamed Shaker, Egypt's minister of electricity and energy, says the nation is seeking to cooperate with foreign investors in the energy sector.

"All of these programs will be revealed during the March conference, which deserves the attention of Chinese investors."

Mounir Fakhry Abdel Nour, the minister of industry and trade, says several Egyptian industries, such as mining, textiles and leather, have great potential.

"These areas are of great appeal for Chinese companies and these areas are also where the Chinese companies' advantages lie. Egypt welcomes Chinese companies to take part in the development of these industries."

Zhang Bin, managing director of China Civil Engineering Construction Corp's Middle East division, says Egypt has a great deal of development potential.

"We are keeping a close eye on investment opportunities in Egypt, which is our backbone in expanding our business to the Middle East," Zhang says.

During the meeting in early December, Dahy emphasized Egypt's aim to become the hub of trade for Africa.

"To realize this target, Egypt has to increase investment in transportation and boost its development. Egypt is currently developing a high-speed rail industry and since China is the biggest high-speed train producer there is great potential for the two countries to cooperate in this area."

China's feats in high-speed rail have been well documented. In about seven years, it developed the world's largest high-speed rail network, covering more than 11,000 kilometers, that in a little more than a year from now will stretch to 18,000 km and 21,000 km by 2020.

During an interview in July, Zheng Changhong, president of CSR Corp Ltd, said taking China's high-speed rail expertise opens up a huge market for Chinese manufacturers.

"More than 50 countries have expressed a desire to acquire technological support from China in developing high-speed rail, and more than a fifth of those countries said they hope they can work with CSR with technology and products," he said at the time. "By 2020 we expect half of CSR's revenue will come from overseas."

Dahy was the head of Egyptian General Petroleum Corp from 2011 until his retirement in 2012. As acting company head, he was one of the authorities responsible for the decision to terminate Egypt's natural gas export contract with Israel.

Dahy says Egypt has geographic advantages that it should take advantage of to become the transport hub of the continent.

"The national government has adopted strategies to revitalize energy, transport, logistics, agriculture, housing, tourism and mining industries. Egypt will become one of the most important destinations on the continent. This certainly will bring many opportunities for Chinese investors."

China enlists Egypt’s backing for Silk Road

Chinese President Xi Jinping and visiting Egyptian President Abdel Fattah al-Sisi in Beijing on Tuesday announced that the two sides have decided to elevate ties to a “comprehensive strategic partnership”.

Xi also enlisted the support of the Egyptian President on China’s ambitious projects, the Silk Road Economic Belt and the 21st-Century Maritime Silk Road Initiatives. Sisi had said earlier Egypt can be a key player in reviving the Silk Route due to its strategic location as portal for Africa and the Arab countries.

The 4,000-mile Silk road linked ancient Chinese, Indian, Babylonian, Arabic, Greek and Roman civilizations. China has announced a $40 billion Silk Road Fund last month to boost infrastructure projects along the route.

China and Egypt will boost cooperation in infrastructure, nuclear power, new energy, aviation, finance and other sectors, said the Chinese President on Tuesday.

“This is an important milestone,” Xi said during talks with the military leader.

Trade volume between Egypt and China exceeded $10 billion for the first time in 2013.

Sisi also urged Chinese investors to participate in the Suez Canal Corridor projects.

In August, Sisi gave the go-ahead signal for digging a 72-km expansion of the original Suez Canal as a national project to boost the country’s ailing economy, ordering “the New Suez Canal” to be open for maritime navigation in early August 2015.

Boosting Chinese investment in the country is critical to Sisi’s efforts to rescue the economy. In September this year, Egyptian Prime Minister Ibrahim Mahlab announced the formation of two ministerial committees under his supervision to enhance the country’s ties with China and Russia. The two units include members from the ministries of trade and industry, petroleum and mineral resources, electricity and renewed Power, foreign affairs, international cooperation, agriculture, transportation, and investment.

“China pays great attention to the situation in Egypt and firmly supports the Egyptians’ pursuit for a development path suitable for their own national conditions,” Chinese President Xi said on Tuesday.

Egypt has been polarised since Sisi ousted former President Mohamed Mursi of the Muslim Brotherhood last year after mass protests.

China stressed its position of “opposing external forces’ attempt to interfere in Egypt’s internal affairs in any name”, said a joint statement issued after talks between the two sides.

After Sisi deposed former President Mursi and became Egypt’s de facto ruler, security forces mounted one of the toughest crackdowns on the Brotherhood in its 86-year history. Hundreds were killed in street protests and thousands of others jailed.

Meanwhile, on Tuesday, the Chinese and Egyptian Presidents also discussed conflicts and violence in North Africa and West Asia.

Both sides agreed on the need to find a solution that “reflects regional realities and cover the interests of all sides concerned in a political way and through inclusive dialogue”.

In the joint statement signed on Tuesday, the two countries reiterated they will support each other on issues regarding “core interests”.

“China supports Egypt’s crucial role in resolving the Palestine issue and other major issues in the region… Egypt appreciates China’s objective and impartial position and constructive role in the Palestine issue and other major issues in the region,” according to the statement.


Sisi arrived in Beijing Monday afternoon for a four-day state visit to China at Xi’s invitation.

Just wait until they completely clear off the Muslim Brotherhood from the country's power positions and take away their radicalizing powers in underground schools.

They are doing the right thing and must serve as an example to other nations that suffer under governments that are sympathetic to the archaic MB ideology.

China is doing right by betting on Egypt, the unquestioned leader of the Arab world and a potential renaissance.

I just wonder how much of $10 billion went to China, and how much to Egypt.

In case of Pakistan, there is a HUGE imbalance in favor of China.

Trade imbalance is unavoidable if one country has upper hand in everything from logistics to manufacturing. It is free market to decide. China does not run a charity and, no matter what imbalance, greater bilateral trade is good for nations. There are import sectors that create jobs and also help rein n inflation.

I think you have a serious Indian disease:Only look at benefits under eyelashes.

Just a simple question about $10 billion volume.

That's all.
10 billion dollars is not too much.It's only the tentative cooperation.

As case of Pakistan,we don't want such imbalance,too.So during the APEC time.we signed more than 20 investment projects which is about 64 billion dollars.And such investment and projects will improve Pakistan economic.If Pakistan benefit from that,you can improve yourself in many areas such as education,military,infrastructure,ect.And then on we can get higher cooperation.This is the win-win strategy.

China undergo such period in 1980~2000.At that time,we try our best to ttract foreign capitals,too.

That's a strange way to look at it. Obviously trade balance will be in favor of the country with more to offer. It's not by intention. The only way is to bring something to the table to offer to the other nation.

What could I say?

Very strange! if not downright weird.

The better way to explain it is in the content of the goods going either way. China exports to Pakistan those things which bring a considerable advantage to Pakistani buyers for a low but reasonable margin for China. Pakistan sells to China things which are totally domestically sourced and easily replaced like textiles - many of which are often reworked for re-export.

In short China helps Pakistan with global market access and the value added on goods going to China from Pakistan is probably 100% domestic while China re-exports finished goods to Pakistan at low margins, maybe 10-15%.

Pakistan gets foreign currency to strengthen its monetary position. You could say they're being made dependent on China but China has no history of using trade to blackmail its partners like the US does. China also has no intention of letting Pakistan's central bank come under attack and is investing a great deal in Pakistan, in ways that will make it more competitive with every other country and not just "improve" its trade balance.

China, Egypt Pledge Co-op on Big Construction Projects

China and Egypt on Wednesday pledged to promote bilateral cooperation on big construction projects during the first China visit by President Abdel-Fattah Sisi.

The pledge was made in the meeting between Premier Li Keqiang and Sisi in the Great Hall of the People.

China is ready to make joint efforts with Egypt to push bilateral ties to a new high, Li said.

He called on the two countries to strengthen cooperation in such areas as infrastructure construction, trade, investment, and high technology. China wants to participate in the construction of Egypt's big projects including high-speed railway, railway, undersea tunnels and nuclear power plant, and to promote the construction of Suez trade cooperation zone.

The premier also called for closer cultural exchanges between the two countries.

Sisi echoed Li saying Egypt is willing to expand its reciprocal cooperation with China in all areas, especially in investment and financing. He welcomed Chinese companies to Egypt's construction projects.

Sisi arrived in Beijing on Monday afternoon for a four-day state visit to China at the invitation of President Xi Jinping.
