The handing over of two ships to Pakistan by China was part of normal military trade cooperation between the two countries, a spokesperson for Chinese Foreign Office office said on Monday, rejecting reports that Beijing has donated the ships to Islamabad for security of Gwadar port,
“I have learnt that some reports said China has donated these vessels. This is not correct. The report mentioned to surveillance ships. It is normal military trade cooperation with the two countries and complies with the international commitments of the two countries,” said Hua Chunying as saying.
“The two patrol vessels you mentioned is part of the normal cooperation of military trade between China and Pakistan. The cooperation is in line with each country's international commitment and will not have any impact on the regional situation,” she said when a reporter asked the reports about Chinese “gift” has raised “concerns of India”.

Well this is what Dawn reported

http://www.dawn.com/news/1308491

All references to the ships mention "provided" and "handed over" in connection with CPEC. There was no talk of 'sale' or 'contract' or 'price', etc. So please blame your own reporters instead of the Indian press.

But who can be blamed for thinking it was a donation, given China's overwhelming and increasing dominion in the name of CPEC? [Rhetorical question, don't answer]

Yes but it seem that they do not consider DAWN seriously so he is quoting Indian news paper though Indian news paper might have reproduced the news quoting DAWN.

what a paper see there clarification at the end of the story :hitwall:

Clarification

The Pakistan Maritime Security Agency has clarified a report published in Dawn’s Sunday issue under the headline, “Two Chinese ships arrive for Gwadar port security”.

According to the agency, the two ships have not been provided exclusively for protection of the Gwadar port. “The ships will be employed in all maritime zones of Pakistan to undertake search and rescue operations,” the PMSA said.

The vessels were handed over to the agency in Guangzhou, China, and not at Gwadar (as stated in the Dawn report).
