China creates a pearl in Sri Lanka

Wiry Chinese men in white helmets carry bottles of green tea and chilled water as they walk out of their neatly built prefabricated blue-and-white homes as the afternoon sun blazes over Hambantota on Sri Lanka’s south coast.

There is a small pool in the middle of lush lawns. Next to their homes are basketball courts and a football field. There’s no photography allowed of these details.

Only if you happen to be in a helicopter passing overhead, can you see the big picture: These prefab homes — airconditioned with web and cable access — are neatly arranged to spell the word “China”.

Quietly and efficiently, the Chinese are at work here, 260 km south of Sri Lanka’s capital Colombo, creating one of their “pearls” around India, modern ports that they can use for strategic and industrial purposes.

The seas below Sri Lanka are part of an important shipping lane and, for China, Hambantota will be an important transit for general cargo and, importantly, oil from Sudan’s vast fields (where too China is in competition with India)

The $1-billion (Rs 4,870 crore) Hambantota Port Project was offered to India seven years ago, a highly placed diplomatic source told HT, on condition of anonymity. New Delhi declined, doubting if the port could be profitable, the source said.

Now, India can only watch as China’s Exim Bank pumps in $360 million (more than Rs 17,500 crore) to complete the first phase of the port by next year, at the end of which three big ships could dock here. The port will accomodate 33 ships by 2020.

Since it’s in his home district, Hambantota is being closely monitored by President Mahinda Rajapaksa. Land and resources are no problem.

“We have acquired 1,600 hectares of land for the entire project. About 300 hectares are being currently used (Mumbai Port is spread over only 47 hectares),” said P.A. Agil Hewageegana, deputy director of the Hambantota Port Project. “But it has been ensured that work for the next two phases will progress without trouble.”

At the prefab-home complex, the Chinese have a quick smoke before boarding an airconditioned bus. They are on their way deep inside the site where giant cranes and dredgers are at work.

As he showed me around, Sri Lanka Ports Authority Superintendent Priyantha Dewasurendra talked of the Chinese request when work started in 2008.

“Every afternoon, between 12 noon and 2 p.m., they needed to rest,” he said. “The break, they said, would improve their efficiency for the rest of the day.”

The Lankans had no problem with the two-hour break for the 400 Chinese engineers, mechanics, drivers, crane operators and cooks. The project is running ahead of schedule. “The first phase was scheduled to end in 2011, April,” said Deputy Director Hewageegana. “But we are confident that it will be over by the end of 2010.”

For India, Hambantota could become a port of bother, if not trouble.

“The problem (in this project) is the potential, the facilities that could be given to the Chinese at the port,” said D.S. Rajan of the Chennai Centre for China Studies.

“It is not like a telecommunication project,” Rajan said over phone from Chennai. “India should keep a close watch and gather more data on the project.”

Manoranjan Mohanty of New Delhi’s Institute of China Studies said both India and China have a natural need to expand naval infrastructure.

“India should not take an alarmist view and push Sri Lanka towards China and US,” said Mohanty. “India should not promote a competitive military game in Sri Lanka.”

For Sri Lanka, the importance of China is growing.

Former Lankan diplomat K. Godage, who served in India, said he could understand India’s concerns over Hambantota but “India has to take into account the relations between China and Sri Lanka”.

“The Chinese are also conscious of India’s presence in Sri Lanka while they themselves are thousands of miles away,” said Godage.

Sri Lankan officials say the port will be owned and operated by the government; China is the contractor.

“India has nothing to worry,” said Ports and Civil Aviation Minister Chamal Rajapaksa. “We have taken a loan from China’s Exim Bank, which we have to pay back. China is not doing it for free. Like the Colombo port, any shipping company would be able to use the Hambantota port.”

That may be. But to a nervous India, Hambantota will always serve as a reminder of China’s growing influence in the Indian Ocean.

India already close to Sri Lanka and has enough relations b/w the two countries....

i thought they are already good allies and correct me if i am wrong but china is the largest exporter of weapons to Sri Lanka

History has not been very kind to small countries inviting big powers, great example is pakistan,lets see

Future China Sri Lanka Relations

Relations between the People’s Republic of China and the Democratic Socialist Republic of Sri Lanka are generally warm. There is a Chinese embassy located in Sri Lanka and a Sri Lankan embassy situated in China.

China Sri Lanka Diplomatic Ties

Sri Lanka was among the first countries to recognize People’s Republic of China. Sri Lanka’s relations with the People’s Republic of China became stronger; since then, the two countries have regularly exchanged high-level visits resulting in a variety of agreements.

China has provided Economic, Military and Technical assistance to Sri Lanka. China cooperation with Sri Lanka has reached high economic points with substantial investment from China in Sri Lankan infrastructural expansion, including the noted project in the Sri Lankan port in Hambantota. China and Sri Lanka also share a close military relation, with China supplying a range of modern armaments to the Sri Lankan Military.

China Sri Lanka Friendship

Sri Lanka has an enduring, multi-dimensional and deep-rooted relationship with China. The long-standing ties of friendship between the two countries are underpinned by mutual trust and confidence. A close identity of views and mutuality of interest remain the hallmark of bilateral ties.

Sri Lanka has always supported China on all issues of importance to the latter, especially those related to the question of China's sovereignty e.g. Taiwan and Tibet and other sensitive issues.

The Chinese leadership has always appreciated Sri Lanka’s steadfast support on issues of their concern. They are also generous in acknowledging the significant role of Sri Lanka in the early 70s, which enabled China to break its isolation from the West and the US.

China has always supported Sri Lanka on all issues of importance to the latter, especially those related to the question of Sri Lanka’s Sovereignty and Territorial Integrity. The Sri Lankan leadership has always appreciated China’s steadfast support on issues of their concern.

China Sri Lanka Economic Ties

China Sri Lanka Investment promotion agreement signed in 2007. Chinese company’s investing in special economic zones in Sri Lanka. China’s most popular Huawei Technologies heavily invested in Sri Lanka & All Sri Lankan Telecom company’s has agreements with Huawei Technologies.

China Sri Lanka Tourism promotion agreement signed in 2007. Chinese tourist arrivals in Sri Lanka increased year to year.

China Sri Lanka Development project – The Hambantota Development Zone, which the China will help build, will include an International Container port, a bunkering system, an oil refinery, an International Airport and other facilities. It is expected to cost about US$1 billion and the China are said to be financing more than 85% of the project.

Construction on the first phase of the project is begun and is due to be completed in three years. The entire project is scheduled to be completed in the next 10 years. China Sri Lanka Cooperation on the project in Hambantota, 240 kilometers South of the Sri Lanka capital, Colombo, into a major transshipment hub. Hambantota Infrastructure will help service hundreds of ships that ply the waters to the south of Sri Lanka.

China is the largest trading partner of Sri Lanka within the Asian region.

From 2007 Sri Lanka trying to launch a Communication satellite but Sri Lanka need financial & technical assistants to launch a Communication satellite so Sri Lanka suffered Several set backs in the Communication satellite project. Then Sri Lanka requested several Countries to help in Communication satellite project. China replied positively to Sri Lanka request China agreed to provide financial & technical assistants.

Currently Sri Lankan & Chinese officials negotiating an agreement about the Communication satellite project. In the future Sri Lanka will have a Communication satellite supported By China.

Sri Lanka supported China to get an Observer status in South Asian Association for Regional Corporation (SARRC) (other South Asian countries also supported)

Sri Lanka believes China should be a full time member in South Asian Association for Regional Corporation (SARRC) (other South Asian countries also supporting)

Recently China supported Sri Lanka at UN Security Council. China opposing any dissuasion about Sri Lanka at UN Security Council.

China Sri Lanka Defense Ties

The People’s Republic of China’s relationship with Sri Lanka has often been regarded as all weather and time tested. This friendship for both the Asian countries holds great importance and is priceless in terms of common interest. In recent years the friendship has deepened even further and China has several defense treaties with Sri Lanka.

China has been a steady source of military equipment and has cooperated with Sri Lanka to modernize and expand the Sri Lanka Military.

China and Sri Lanka maintaining and promoting closer cooperation in the area of Defense. China's defense exports to Sri Lanka have tripled.

China exports ammunition, anti-tank guided missiles, Rocket launchers and shoulder-fired surface-to-air missiles. Deep penetration bombs and rockets, mortar ammunition. Night vision devices, artillery armor mortars, security equipment, Tanks, F7G jets, Navel Vessels, radars, communicant equipment and other assistance to Sri Lanka.

China and Sri Lanka has been eager to boost its capabilities for high-tech aerial warfare and restructure and reorient its military’s to respond to the new and emerging challenges of combating insurgents.

China and Sri Lanka also cooperating in the area of military training, exercises.

Recently Sri Lanka Defense Secretary & Sri Lankan military team visited China.

A Chinese senior military officer & Chinese military team expected to visit Sri Lanka this year.

So should we feel just as sorry for Nepal, Bhutan, Afghanistan, BD and the likes?
