China knows that Pakistan is corrupted and unstable state, Gawadr become another failed project.

There was so much hype about Gawadr during Musharraf but military (Generals, Karnal, captain Majors) and now PPP stole millions from Gwadar failed Project, which caused Investors to flee and caused Real state Prices to go down. Pakistan government took loan to build Gwadar. Pakistan government as well as forigen sources invest money in Gwadar projects, but nothing productive came out of it, nor will it come out in the future.

they've always had decent if not good relations, even when in the past when china was fully Maoist it did not support many Maoist else where because it had always believed in non-intervention. and that in the past china could not expand it influence that far and was also poor, now that china is rich(government wise) its only natural to consolidate friends by investment using some of the trillions china has, as well as civilian investment and other fields like education and what not

Gwadar is not a failed project. It stops at the Phase I construction because there hasn't been enough interests or efforts from Pakistan government to explore the potential of the harbor. The railway or highway link to China is still on paper, so not much is happening.

It might not be that somebody took the money away. It's the lack of enthusiasm or committment of Pakistan leadership.
