If it helps with development. A bit more pollution is worth it, every developing country goes through that phase.increase of steel production and even cement would cause a lot of pollution. not saying India can't do it, but is it worth it.

That is one of the things. Exporting ore is more profitable, than selling it to Indian steel plants. The recent coal mines auctions got to change that, along with some other policy/taxation changes. Besides, Indian companies need to show some interest in building more plants, which always was hampered by the red tape.
