China is deepening involvement in Sri Lanka's massive infrastructure development with state-run China Merchant's Group earmarked to build a 1 billion U.S. dollar expressway that will kick off later this year, an official said Wednesday.

The northern expressway is considered to be the largest highway project embarked upon by the Sri Lankan government to date, aimed at linking the former war torn north through the tourist hot spot of Kandy to capital Colombo. When completed, the highway is expected to be about 300 km in length.


Construction of the first phase of about 48 km is expected to begin in August and will be done under the Build Own Transfer (BOT) system, Highways Ministry Secretary Ranjith Premasiri told Xinhua.

"The feasibility study has been completed and a Memorandum of Understanding (MoU) has been signed with the company. We are discussing details of tax holidays and land allocation presently," he added.

It was earlier reported that the construction of the first 100 km of the Northern Expressway was awarded to two China Merchant group companies, China Merchant Holdings International (CMHI) and China Merchant Huajin.

The venture was earlier reported to be funded by China Development Bank. The first phase stretch will have five interchanges, 50 overpasses and 30 underpasses.

CMHI are also in charge of a 500-million-U.S. dollar expansion of the Colombo harbor, which is also under the BOT system.

The first phase is estimated to cost 1 billion U.S. dollars and will take a minimum of 18 months to complete, he added.

On March 15, Sri Lankan President Mahinda Rajapaksa will ceremoniously open a 30.81 km extension to the Southern expressway also funded by China EXIM Bank. The cost of the highway extension is 18.7 billion rupees (about 139 million U.S. dollars).

The third phase of the Southern expressway will be handed over to China National Aero-Technology Import and Export Corporation ( CATIC) for construction.

China remains involved in almost all the large scale projects taking place. Some of the biggest projects include a 1.3-billion-U. S. dollar coal power plant on the north western shore as well as a host of other investments in the south of the country that are estimated to exceed 4 billion U.S. dollars, including a 1.2- billion-dollar harbor.

Railways, highways, airports and more are all part of this development push that has been actively pursued by President Mahinda Rajapaksa's government with support from China. Tourists from China are also becoming a major focus between the two countries.

China Mechants Group is the greatest corporation in China since 19th century, it helped the modernization of China. This China Mechants Group is dated back to a transportation company founded on December 16, 1872, by then Minister of Beiyang - Li Hongzhang during the Self-strengthening movement in Qing Dynasty. Eighty percent of the startup capital was provided by native Chinese, making this the first transportation company using modern technology not based on foreign ownership.

Since the end of a 30-year long civil war in Sri Lanka, China has emerged as the island nation's largest loan provider. So far, China has loaned about $4 bn to the country, funding its massive infrastructure projects in highways, railways, coal power plants, airports and harbours.

Now, talking about 'strengthening relationships', you haven't ever mentioned about strengthening the Sino-Indian relationship considering that China has $40 billion worth of contracts at hand in Indian infrastructure. The Chinese interest is particularly high in railways, in particular electrification, high-speed trains, wagons, last-mile connectivity and gauge conversion. It has also identified sewage treatment and tunnel building as areas where it can offer substantial expertise.

A Chinese working group submitted a five-year trade and economic planning cooperation plan to the Indian government in the first week of February, offering to finance as much as 30 per cent of the $1trillion targeted investment in infrastructure during the 12th Five-Year Plan (2012-17) to the tune of about $300 billion.

Now what do you say about this helping to strengthen Sino-Indian relationship too? :azn:

Really? But I didn't see it through our media. $300 billion?! Anyway, it's good news too. Both we got benefit, as long as India media doesn't spread kinds of informations about China's so called "threat" or "invasion" to India any more. As you can see, China is indeed interested in making money, if India is getting rich from infra-projects, we can make more money together.

Talking about Sino-Indian relationship, yeah, it's important for Asia and the whole world, so I hope India stay there far from China and Japan's conflicts, or maybe war.

We should stay on topic, it's about Sri Lanka.
 
Our government and President recently have expressways mania.... they opened one yesterday, another one about to open next week...

Sri Lankan President has bad driving skills...he drives on the middle of the road.. LOL

you don't have basic knowledge about Sri Lanka. It is easy to build expressways most of Northern areas (expect the tip) and areas such as Hambantota in southern part of the country, those are less density empty lands compare to other parts of the country.

I guess lot of them..Less tamils means more development..Hopefully SL will be tamil free by 2020 !

Thats a very stupid assumption.. Tamils contribute to the economy as well as anybody else on the island.. What makes you think what you wrote differs to the vitriolic that the person you responded to posted ??
