How does this relate to entrepreneurs who aren't interested in being "picked or selected" by anyone? Not everybody in the world feels a dependency to work for others.
1, China has high quality public education system. Which guarantees students to get high quality education without any extra tutoring.
2, The purpose of education is cultiving talents and selecting talents. Real talented will be selected only if all students receive same education.

I don't know about this. The amount of money poured into the for profit tutoring did produce results. Sure it was unfair but it also produces some truly elite talent. So unless there's a massive increase in money for public education, those elite talent might disappear.
So is there no way now for parents who want to spend money to give their kids a leg up in class?
It produced some get results. Rich people will always find a way around ban. A tutor just may help a student from an average family to reach full potential.

I don't. I think as long as authorities do not interfere with simple tutoring it should be all fine. I know some in my extended family here in the USA spends money on tutors.
This will normalized urban middle class and village -- while enlarging gaps between urban middle class and elites.
The super rich and elites always hire top professors as one to one tutor.
Not possible to ban one to one tuition.
The elites don’t even need college entrance exams. They can simply go abroad for a college degree and even if it is in something useless, he could still inherit his parents’ business. Unless you do Mao style purges of the ultra rich there is no way around this, and the last thing anyone wants is Mao style purges.
When the tutoring industry disappears, most experienced teachers will not do that work. One to one tuition market is too small and scattered to be a formal career. Only suitable for college students as their part time work. Which won't bring much change.You cannot eradicate one to one tuition.
With or without one to one tuition, the elites can go almost any universities they want. They just donate a few millions to Harvard. Or they just ask Mr Ma Yun write them a commendation letter.
From this point of view, the urban middle class does not compete directly with elites for a college slot.
Enrichment program will have an effect of raising urban student IQ, but put big disadvantage to rural students.
For the good of entire nation, it is probably worth to reduce the urban student IQ a little, to equalize the education opportunities.
The Gao Kao exam based meritocracy should be preserved as far as possible. Draconian learning must be preserved as far as possible,
