GUWAHATI: The Centre on Saturday said it will soon announce a special fund to the tune of $3 billion for uplift of the Muslim people by providing infrastructure, mainly for education.

"We need infrastructure. Indian Muslims need education and for that we need infrastructure. Currently we lack in infrastructure," Union minister for minority affairs K Rahman Khan said here.

"We are working on to create a fund of $2-3 billion, which will be around Rs 10,000-15,000 crore. Even if only one per cent of Indian Muslims donate, we will be able to generate this amount," Khan said while delivering the keynote address during a function of American Federation of Muslims of India origin.

He said Muslim people in India have the resources but only need the mechanism to generate and manage the fund.

When asked by when the government is likely to finalize the fund, Khan said "We have been working on this for some time. Now we are going to announce it very soon."

He further said the government is taking all necessary steps to improve the conditions of the Muslims.

"The only priority of Indian Muslims is education. If you are educated, the society can be changed ... Do not think that you are a minority, think that you are the second largest population in India," Khan said.

On utilization of funds by the northeastern states, the minister said the Centre had allocated Rs 700 crore for a multi-sectoral development in the region during the 11th Five-Year Plan.

"Utilization of funds here is very slow. We have had discussions with the chief minister. We urge the state governments to give priority and focus more on utilization," he added.

Good effort and nothing wrong if the funds are generated as mentioned above.

Very good idea. This was long overdue.
Do you know there was an article in today's paper about MGNREGA or whatever that is. It's a lollipop for pocketing in money nothing else. Everything looks good on paper but it hardly materializes into concrete.

Congress desperate for muslim votes as its their last resort. :D

Bloody opportunists.

dont be such pessimist.. some of it does go to pockets of officials but large number of people benefit from it.
NAREGA is the best thing congress govt did, and got back to power due to that.

India is no longer a poor country, govt is sitting on piles of cash, the trickle down effect did not work as expected, hence its a very good idea that govt directly interevenes and gives some sort of social security to poor and vulnerable.
I will be happy even if 50 percent of objective are met. Most advanced states (like tamilnadu or karnataka) will use such schemes much better.

I am against reservation of any kind, but spending money on education on underprivileged is a welcome step. Muslim constituent 14% of Indian population, a significant portion of Human Resources.

Obviously its a good scheme but for how long are we going to settle down for if 50/70 percent meets the objective. I am all for fair governance and administration but for that I don't want to bring AAP. When will the main stream parties going to learn that they can't fool people by such phony schemes in a world of transparency.

Who stopped them for sending their kids to the schools earlier man? Is this new proposal going to usher in a new beacon of light?
I am a Jaat and I am dead against for reservations for Jaats in the center. Let there be competition on the equal footing. Heck during games I don't hear about giving reservations.

the level of transparency will increase as we mature.
This is not a phony scheme, if govt does something you call it populist, and if it does not you say govt does not take care of marginalized people
Sacchar commission report clearly says muslims are poor and vulnerable, just like tribals or backward caste people.
Should not govt spend some money to lift them out of poverty? Poverty/ ignorance/illeteracy is vicious cycle, some can come out of it due to hard work, most need some sort of help.
That help can be in form of NGO or govt schemes. I dont mind who does it.
There will be some corruption, but large number of people will benefit.
