ISLAMABAD, Dec 26 (APP): The Central Development Working Party (CDWP) here on Thursday approved 8 projects coasting Rs 4.7 billion while 4 others worth Rs 32.9 Billion were cleared for the Executive Committee of National Economic Council (ECNEC’s) approval. The CDWP meeting was held here in P-Block auditorium under the chairmanship of Prof. Ahsan Iqbal, Federal Minister for Planning, Development & Reform.
The meeting considered 14 development projects in Physical Planning & Housing, Health, Transport & Communications, Water Resources, Education, Energy, Governance, Culture Sports & Tourism, Information Technology and Higher Education sectors.
The CDWP approved 8 projects coasting Rs 4.7 Billion while 4 others worth Rs 32.9 Billion were cleared for the ECNEC’s approval.
The CDWP approved projects for the Provision of Health Insurance (Social Health Protection) to the poor people of district Gilgit costing Rs 173 Million, and Integration of Health Services delivery with Special Focus on Maternal Newborn and Child health (MNCH), Lady Health Workers (LHW) and Nutrition Programme worth Rs 22.8 Billion for Khyber Pakhtunkhwa province.
Improvement and Reconditioning of Noseri Leswa By-Pass Road length 52 KM district Muzaffarabad/Neelum (AJ&K) worth Rs 965 Million; Improvement, Metalling and Blacktopping of Authmuqam Karen By-Pass Road length 40 KM district Muzaffarabad/Neelum (AJ&K), costing Rs. 842 Million, and Construction of Flyover at Koyla Phatak, Quetta with a cost of Rs. 1.4 Billion were also approved by the CDWP.
The CDWP also approved Balochistan Small Scale Irrigation (BSSIP) Project, costing Rs 2.2 Billion along with a project for the Establishment and Operation of Basic Education Community Schools in the Country (2012-16), costing Rs 6.2 Billion.
The meeting also gave concept approval of Technology Park Development Project at Islamabad, costing Rs 5.4 Billion to help improve performance of the country in information technology sector.
The CDWP also approved project of Culture, Sports and Tourism Joint Institution Cooperation between Pakistan and Norway, costing Rs 162 Million, and a project for Establishment of Main Campus of Federal Urdu University of Arts, Science and Technology at Islamabad, with the cost of Rs 644 Million.
At this occasion, chairman CDWP, Prof. Ahsan Iqbal asked the university authorities to establish linkages with all the universities teaching Urdu language worldwide.
He directed them to enter into agreements with these universities regarding teacher training and provision of quality teachers for their faculty, so that we could present our softer image worldwide through the promotion of Urdu language.
Prof. Ahsan Iqbal also emphasized that quality research works and books should be translated into Urdu at a fast pace.
The CDWP also approved project for Reforms and Innovation in Government, worth Rs 793 Million, under which reform agenda of the government would be pursued through Innovation and Reform Group in the next 5 years.
For this purpose, Innovation Fund will be established with Rs 250 Million to encourage innovative projects for the welfare of people.
Steps would be taken to outline reform agenda to improve upon service delivery of the government sectors through civil service reforms and consultation with the provinces in the post 18th amendment scenario.
The Federal Minister said, “Government machinery is not capable to tackle new challenges of the global era. We need government machinery in line with the new management principles to facilitate and serve our people efficiently, which is not possible without reforms in the governance model”.
The Minister said that PML-N government is trying to harmonize public sector with the latest management principles.
Meanwhile Chairman CDWP, Prof. Ahsan Iqbal also chaired the CDA authorities at presenting an odd architectural design for the extension of parliament house building, and directed them to present again a revised plan in harmony with the existing structure of parliament building after the approval of speaker National Assembly and chairman Senate, as both National Assembly and Senate are the stakeholders in any project for the extension of parliament house building.
He further asked the authorities to present per capita space available in the existing parliament house building by drawing comparison with the per capita space available in parliament house buildings of other countries in the world.
Prof. Ahsan Iqbal added, “Pakistan is currently in acute economic crisis. It is facing problems in energy, security and social sectors. Therefore, “we must spend our resources on very important and high-priority projects by avoiding their wasteful expenditure”.
