Some people are telling here that BD is swimming in democracy and freedom of press. How come RAB arrest people because they criticized the govt policy. By what definition a govt and a state are the same?

There are direct benefactors of this regime in terms of conflict of interests. Then there are geographical distributions of those benefactors. You have London, Toronto, New York, UAE, Singapore etc. Recently, one of the major benefactor moved huge amount of capitals from Toronto to UAE for instance.
I agree with Marx that it is the economical conflict of interests that defines the classes and political standings of the people. It shouldn't be for foreign envoys to say this, or foreign voices of any kind. That is wrong precedent to have (if thats reason you respond).

It has to come from within....and it has to be from your very own constitution...with able, independent judiciary to implement it.

If any of these things are lacking, that is on your best, credible people to fix and correct.

does this mean that you are gonna give them full autonomy and/or complete independence? and withdrawing "advisors" [read:overseers]?

A semi-autonomous region can't do what it's people might want.

Either they are a strong enough people to address this....or they are not. If they are the former, no country on earth (near or far or of any power or size) can really dictate any such terms of control and contours to them...since they are 170 million people or so.

But they must stop being meek and looking outside far and away always (so they can bring this test of strength and confidence to begin with). What they operate on now is part of the coping + delay mechanism regarding fix of their psychology (especially when they leave golden paddy fields and brooks to try something grander) . This is a longer sadder topic....because they seem quite dependent on such outside referencing...and the complexes it brings and enshrines.
