any terrorist coming from pakistan's land into india will make pakistan a suspect.

Well let them come...this will not be the first time. For decades they have been doing that. No matter how much damage does those Jihadis do in kashmir, they will also damage Pakistan equally. Pakistan is already in between a mess they have created, by allowing these guys a free pass into India will be another of those blunders.
