Can't reply to PM

I got a PM from someone and when I tried to reply, got this message.

So I can't even reply to PMs now?

Sorry. You have to have posts upto 700 to use the PM. In the mean time, you can send PM to only the Administration team and recieve PM from others.

But what kind of logic is that I can not even reply to someone!? I understand to send PM I need 700 posts but to reply also?
Going by this logic, shouldn't system bar anyone from sending me a PM (except those admin guys) because I can't reply to them?
