Chinese President Xi Jinping met with Hoang Binh Quan, the special envoy of Vietnam's communist party chief Nguyen Phu Trong, on Monday, pledging to boost party-to-party relationship and bilateral ties.

Hoang conveyed a message from Nguyen Phu Trong to Xi.

In his message, the general secretary of the Communist Party of Vietnam (CPV) Central Committee said the two nations are close neighbors that share the same political system and have many common fundamental interests. Developing a stable, reciprocal and cooperative bilateral relationship is both a historical responsibility and a realistic requirement, and is in the fundamental and long-term interests of the two peoples as well.

In his message, Nguyen Phu Trong said party-to-party ties had always played a leading role in bilateral ties and he called on the two sides to fully implement the consensus reached by their leaders, enhance high-level visits, cooperate more in economy, sub-national communication and people-to-people exchanges and keep peace and stability on the sea, so as to contribute to regional and world peace and prosperity.

Xi, who is also general secretary of the Communist Party of China (CPC) Central Committee, said it is an important tradition for the chiefs of CPC and the CPV to send special envoys to communicate with each other.

He noted that the two parties have carried on the tradition after the 12th National Congress of the CPV, which is of great significance for enhancing political mutual trust.

Xi said China and Vietnam share a common destiny, so do the CPC and the CPV. Developing bilateral ties conforms to the fundamental interests of the two countries and their people.

The president called on both sides to adhere to guidelines of long-term stability with ties underscored by comprehensive cooperation as well as the spirit of good neighbors, good friends, good comrades and good partners.

China is willing to work with Vietnam to maintain the frequency of high-level visits, improve communication on party building, and promote pragmatic cooperation, he said.

Xi also called for the proper handling of differences for the comprehensive strategic cooperative partnership to develop in a sustained, healthy and steady way.

Hoang, who is also CPV international department chief, briefed Xi on the CPV 12th National Congress.

Just a day after 10 Southeast Asian leaders gathered for a summit with US President Barack Obama in California, the Pentagon found China had deployed HQ-9 surface-to-air missiles on Phu Lam Island of Viet Nam's Hoang Sa Archipelago.

Anyone who is concerned about the situation in the East Sea will remember that Chinese President Xi Jinping late last year told US President Barack Obama at the joint press conference on 25 September 2015 during his visit to the United States that China "does not intend to pursue militarization".

Of course, based on what China did over the two years before Xi made that statement – turning seven reefs in Truong Sa archipelago into large-scale artificial islands and building three airstrips on Chu Thap, Xubi (Subi) and Vanh Khan (Mischief) reefs – people would not be naive enough to believe what he had said.

Phnom Penh (VNA) – Leaders of the Cambodian People’s Party (CPP) gave a warm reception for the special envoy of the General Secretary of the Communist Party of Vietnam (CPV), Hoang Binh Quan in Phnom Penh, who is on a visit from February 23-24.

Quan, who is also head of the CPV Central Committee’s Commission for External Relations, informed President of the ruling CPP and Prime Minister Hun Sen and CPP Honorary President and President of the National Assembly Heng Samrin about the outcomes of the CPV’s 12 th National Congress.

Vientiane (VNA) – Party and State leaders of Laos hosted receptions for Hoang Binh Quan – special envoy of General Secretary of the Communist Party of Vietnam (CPV) Nguyen Phu Trong, in Vientiane on January 22.

General Secretary of the Lao People’s Revolutionary Party (LPRP) Bounnhang Volachith expressed thanks to the Vietnamese Party leader for sending a special envoy to convey congratulations to the LPRP on the successful 10th National Congress as well as to he himself on his election as General Secretary of the LPRP.

He wished the 12th National Party Congress of the CPV will be a success, and affirmed that the Lao Party, State and people will do their best to protect and develop the special solidarity between Laos and Vietnam.

Quan, who is also a member of the CPV Central Committee and head of the CPV Central Committee’s Commission for External Affairs, hailed the successful 10th National Party Congress of the LPRP as a significant political event marking a new development stage of Laos’s revolution.

The Vietnamese official praised the significant achievements that the Lao Party, State and people have gained during 30 years of renovation and five years of implementing the Resolution of the 9th National Party Congress.

He expressed his belief that Laos will reap more fruits in the coming time under the leadership of the LPRP and build Laos into a country of peace, independence, democracy, unity, and prosperity towards the goal of socialism.

He said the traditional friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos, which were founded by late Presidents Ho Chi Minh, Kaysone Phomvihane and Souphanouvong and then nurtured by the two countries’ generations of leaders and people, have become invaluable assets of both nations.


The ties constitute one of the most important factors that ensure the success of each country’s national defence and construction cause, he said.

At a separate meeting with the Vietnamese special envoy, President of Laos and former General Secretary of the LPRP Choummaly Sayasone wished Vietnam’s 12th National Party Congress a success.

It is not like that. If there is real distrust and enmity, no such public statement will be made.

For example, China and the US cannot employ such a political discourse. There is certainly diplomatic nicety, but, even in niceties, states put lots of messages between the lines. Real international analysts can read them and extrapolate the future of relationship.

I read such statements hundred of times.

the problem begins with the conclusion because CN and VN are "close neighbours that share the same political system and have many common fundamental interests.", thus problem can be worked out and solved.

that is a major mistake. Yes, both CN and VN share the same political system, probably since dinosaur age. Yes, we have many common fundamental interests, but not all, except in the short period during the cold war when CN supported North VN. there is a no way out, unless CN is willing to make concessions, meeting VN on half way. attitude often seen as "we (CN) are big, you (VN) are small" only leads to a dead end. only your enemy makes profits from CN-VN confrontation.
