Taiwan is not just a "territory held by rebels". It's an entire country. They have a normal,functioning government,their own armed forces,currency,legislation,an economy far better than many countries of the world,a standing history as an independent State since 1949 and a legacy of being a State founded by the then legitimate government of China.

When communists held some lands in north west China, 延安, they had army, currency, government... everything, but that time was still Republic of China, their Soviet Republic of China was still a rebel held terrority, even today PRC admitted that. and KMT went and kicked them out of 延安 because KMT intended to unify China and didn't tolerate rebels.

The fact remains that UN 505 recognized Taiwan as the government speaking for all of China. Historical fact. Here is another fun fact: China's seat in the Security Council is thanks to the prior government, not due to the communists.

Of course, that works both ways. The "province" can also lay claim to the rest of the mainland, just as validly as the mainland is laying claim to the island.

No one denied the fact that ROC was the government of China. It however is no longer recognized internationally, as instead PRC is recognized as its successor state.

And yes, the end of civil war would eventually settle that internal dispute. However, as a province, it cannot declare itself independent without the consent of rest of the country.
