Short answer. YES.
Process: 10-15 years of continuous govt by someone (doesnt have to be IK) who is at least loyal to the country and less corrupt (100% corruption free do not exist, lets just face it)
Process steps: Start from grass roots. With lower level officers and get less corrupt (loyal) people in bar councils, media, other civil services. Do not do it with a big bang but in a slow and steady way. Big bang without a revolution can never happen.
Judiciary is also gradually cleansed once bar councils provide you the strong base.
Smaller steps in legislation to provide you the legal cover.
It can be done!
HOWEVER: For that to happen the characterless people like Zardaris, Sharifs and Mullahs will have to be put in the background (if not purged outright)

Sad to say but we are a nation of eunuchs.....
Mentally handicapped people who don't realize that if we stand-up and get on the streets the pressure we can exert is way more than any foreign letter or superpower. Our strength is way bigger than any police or army. But the best we do is to watch news, do gossip and practically do nothing.
