"For Islam, the requirements of government supersede every tenet, including even those of prayer, fasting and pilgrimage to Mecca. The government is authorized unilaterally to abolish its lawful accords with the people and to prevent any matter, be it spiritual or material, that poses a threat to its interests."
- Ayatollah Ruhollah Khomeini, Keyhan, January 8, 1988.

It is true, this forms the basis of Ayatullah Khumeini's revolutionary theory of Vilayat e Faqih, in which He, as representantive of the occult Imam, can dispense with matters of Shariah, that he sees fit, for the sake of good governance.

Some people opine, this was due to the Ayatullah's leftitst views, and the perception of the Shariah being too 'right wing'.

Incidentally, it was strongly condemened by Iraqi Shiite scholars.

Hi,

Welll---it is based on the same principal---for a society to prosper and have peace---there has to be law and order----but if it comes down to it---what would you chose LAW OR THE ORDER.
