Cabinet decides to reinstate employees sacked in 1996-98

ISLAMABAD: The federal cabinet on Wednesday decided, in principle, to reinstate all the sacked employees in government departments recruited during the period November 1993 to November 1996 and removed during the period November 1996 to December 1998 with seniority and back date financial benefits and constituted a multi-party ministerial committee to work out the financial implications of the decision.

“To oversee the cabinet decision, a ministerial committee, headed by Mian Raza Rabbani, has been constituted to work out financial implications of the decision. Other members of the committee are Ghulam Ahmad Bilour, Manzoor Wattoo, Syed Naveed Qamar, Sherry Rehman, Rehmatullah Kakar, Shaukat Tareen and Justice (retd) Abdul Razzak A Thahim,” said Information Minister Sherry Rehman while briefing media persons here on Wednesday, along with newly-appointed Minister of State for Information Sumsam Bukhari.

It was the first cabinet meeting after its expansion that was chaired by Prime Minister Syed Yousuf Raza Gilani. Briefing media persons, Sherry Rehman said that the sacked employees of Sui Southern Gas Company were also included in the package.

Replying to a volley of question regarding the financial implications of the cabinet decision to reinstate all government employees sacked after dismissal of Pakistan People’s Party government in 1996, she said the committee has been tasked to oversee the decision of the cabinet and workout the financial implications.

“The PPP had pledged in its manifesto to reinstate the sacked workers and it would implement the decision regardless of the financial implications. Finances would be carved out in the light of proposals of the committee,” she said.

Defending the heavy size cabinet that came under criticism from many quarters, the minister said when 15 federal ministers were doing work of 50 ministries, voices were raised against not completing the cabinet. “The federal ministers get salaries lesser than MNAs, MPAs and senators and even the salary of prime minister stands at Rs79,000 approximately while MPAs were drawing salaries in six figures with TA/DAs,” she said in a lighter vein.

Sherry Rehman said the prime minister has directed his ministers to make foreign trips only if absolutely necessary. She asked all the ministers to follow the precept of prime minister and come out with proposals for reduction of the non-development budget in their ministries.

She said the cabinet has also discussed a proposal to set up separate organisation for the housing needs of the federal ministers, ministers of state and parliamentarians. She said the cabinet also approved to enact legislation on sexual harassment at workplace.

“The legislation titled ‘Protection from Harassment at Workplace Act (PHWA),’ also includes amendments in the Pakistan Penal Code (PPC) and the Code of Criminal Procedure (CrCP),” she added.

She said the PHWA Act incorporates three elements and it proposes a Code of Conduct for protection from Sexual Harassment, it envisages inquiry committee to deal with sexual harassment complaints as well as an appellate authority to meet the ends of justice. She said the PHWA requires the employers to implement the Act, incorporate the Code of Conduct for Protection from Sexual Harassment as a part of their management policy. “The amendments outline definition of sexual harassment and also increase the maximum punishment for such acts from one year to three year,” she added.

She said the cabinet reviewed relief measures for the victims of Balochistan earthquake and it was informed that the National Disaster Management Authority had moved a huge stock of relief goods/items from Karachi to Quetta.

She said the government would be dispatching another 30,000 tents and 100,000 blankets to the province.She said the prime minister will soon visit the earthquake-hit areas of Balochistan. She added that the prime minister also directed the Army to survey the collapsed houses so that the government could reconstruct them. She said a number of countries have sent relief goods for the quake victims of Balochistan. The US is sending aid worth $2.5 million, Saudi Arabia has pledged $100 million while the Chinese and Malaysian governments have also committed aid for quake victims.

Sherry Rehman said that the prime minister was informed during the cabinet meeting that load-shedding had been brought down to the minimum. “There has been increase in water releases from the Mangla Dam, while the government has also disbursed Rs60 billion to independent power producers (IPPs). There has also been an ease in the supply of furnace oil moderating pressure on power generation activity,” she added.

The minister said that Pakistan would also be introducing ‘Smart Electricity Meters (SEM)’ to eliminate complaints of inflated and manipulated billing. On the continued attacks of the US into the Pakistan territory, she said the cabinet and government shared same views that have already been stated by the president and the prime minister in their statements.

She said that a relief package of Rs 1.2 billion was also approved by the cabinet for the textile sector and relief in the interest rate for loan to spinning sector and R&D support to textile and clothing industry. “The government had also subsidised mark-up rate to the spinning mills for one year.

She said the cabinet approved, in principle, negotiations between Pakistan and Bulgaria for an agreement in economic cooperation. The agreement envisages establishment of a joint commission between the two countries for enhancing greater bilateral economic cooperation. She said that similar negotiations were also approved between Pakistan and Romania.

Dear friends as we all well awared and talked a lot in such issues that Political tradition will not change especially when the loot culture became more powerfull, because of easy income of 'loot' by kick-backs, commissions, misuse fo authorities ruin govt funds for persoal levishes and long benefits, while such 'Haram' running in the blood of politicians and their of families how one can expect some thing positive and brilliant for the country.
Now they sharpenig their teeth :devil:on 'Aid - money' which came for quake effected Baluchistan, Nation will see how they will engineered to enjoy this money in the name of poor baluchis.:tsk::angry:
Peoples knows it all well.......but as saying 'enough is enough' the nation from Karachi to Khyber now have understanding more then enough about whole ploiticia, arrogance off-course slowly yet but increasing continue against not only ruling elite but whole current political and need a untradtional drastic change by realising the fact at present political chair game since decades....and here i must thanks full to these blood thirsty poiticians who greedy hunger to ruin and grabed national resources upto the maximum extents by any forge means, help to speed up peoples arrogance upto the such extent lead toward drastic revolution.

One thing we must remember that The Pakistani national has god gifted courage and potentials which make it different from other nations like somalia, nigeria, or Zambabwe etc who cant resist for their rights, History proved that this is the nation who succeded after a continue unbeatable struggle for almost 200 years against British rule, just few decades ago.
SO the peoples who gives example of other pressed nations compare with Pakistani may be mistaken.................as any movement takes its time to complete the process towards a drastic influencing mob............to impact change. Its not a day job.... Time is coming just wait and see nearby:tup::cheers:

Till that time till things when the affairs will be getting better soon or lil later inshallah.......all of us wake-up and realized that the senario could only be impact for long succeed change to avoid temporary phase....as saying "Aasman sey gira Khjoor mein atka".........we have to improve our own-self as an indiviadual but the vital charactor of the society, .......... as I have learnt this reality by my honorable teachers that .........to imporve social society sure to start with the self because self is the centre of one's existance;.................... we have assess our own defects to remove, we have to recall ethics, the actual moral values and customes of cultured society (what our ancestors had in recent past) being muslims and being asian too, by having great hospitality and caring for each other, this perhaps may causes to influence the peoples surrounding each of us, in family, in neighbor, in street, in town and ultimately in the country , by seeing the behaviours of as one and then another respectively. And then perhaps through the people of my country the world may have been influenced. Yet we forget this fact and we start with the fictional surroundings.

PM Gilani defends expanding cabinet

ISLAMABAD: Prime Minister Syed Yousuf Raza Gilani has rebuffed the criticism against expanding the cabinet, saying that the ministers will not be a burden on the national exchequer, since their salary will be lower than that of an MP*.

In an informal chat with reporters on Thursday afternoon, the prime minister said that every one was criticizing the size of the cabinet, but no one has alleged problems with the selection of ministers.

He said that the Muttahida Qaumi Movement (MQM) had been invited by the government to join the expanded cabinet, and this offer still stands, adding that very soon the party will decide to join the government*.:eek:

The prime minister also stated that there are no differences with JUI-F over the distribution of ministerial slots.

Justifying the expansion of the cabinet to 55 ministers and ministers of state, the prime minister said their induction will enhance the working of the government. :lol:

Hoping that the newly inducted ministers would ensure good governance*, the premier reiterated that each minister has been asked to be present during the Q&A session in the national assembly.

‘They have also been directed to curtail their foreign tours to only utmost necessary’, he said.

"Abhi sitaron sey agey jehan aur bhi hein" cabnet still uncomplete and there is futher addition expected consisting of MQM & JUI's misisters will be added..........well let me advise ....(its useless to say that forget peoples as they already forgot it)so why dont govt pass a resolation in parliment for a cabnet based @ one minister on every half million(500000) population so they can able to make 340Ministers from the parliment... easily buy any of the (LOTA) MNA of opposition...... as such there would be no scareness threat by opposition, and as PM said govt working will be enhanceed upto the markable level which off-course sure not for peoples but just only for govt (govt work for govt elites :smokin:), they can share and educated each other new specific tatics of mutliplication of money..MQM and JUI of Maulana aur diesal (Du Dhari), could be a great break thru for good gevernance of money making by "Bhata", "Chanda" and fuel orientation culture respectively. Cabnet may impose their own bhata so the president and PM earn better commission from the cabnet of 340 ministers so they may able to make lot of money with in the unbelive able shortest time..........but then...........:tsk: "Shaitan malaon (the devil) will be happy on such prograss of his followers:taz: aur Ravi chain he chain likhey ga".......:smokin:

* Good Governanace will also extra assured if the enhancement of cabnet is ensuring the good governance (as PM stated)...but its a differnet issue that stated good governance fruits not for Pakistan or its peoples........it will be obviously ....for :devil:

6000 sacked employees to be reinstated: Sherry

ISLAMABAD: Federal Cabinet has decided to reinstate the sacked government employees who were appointed in Pakistan People’s Party rule during 1996-1998 and a committee has been set up in this regard.

They would be reinstated with seniority and back financial benefits, said Minister for Information and Broadcasting, Sherry Rehman and added that billions of rupees would be paid off to them in this wake.

Federal Minister for Information, Sherry Rehman giving a briefing to the media after Federal Cabinet meeting here on Thursday, said the government has also decided to cut ministers’ foreign tours.

“Those to be reinstated also include sacked employees of Sui Southern Gas Company,” she said, adding these employees will be allowed same seniority that they had at the time of their removal besides other benefits.

In order to carry out the reinstatement a committee led by Raza Rabbani has been formed which includes Sherry Rehman, Naveed Qamar, Shaukat Tareen, Abdul Razzaq Thaheem and Rehmatullah Kakar.

Sherry Rehman said the expenses of Prime Minister have been cut down by 40 per cent while recommendations have been sought for reducing the expenditure of the ministers.:lol::disagree:

Textile industry will be provided a relief package worth Rs1.2 billion while a bill for workplace harassment of women has also been passed, the Information Minister told the reporters.

How many ministers have we got? Is it 55, 59 or 62? No one, including the Cabinet Division, knows for sure what the total number of our ministers is. The count would go up if we include the advisors and all those who have been given the ministerial status, such as Maulana Fazlur Rahman. Prime Minister Gilani has created new departments or dismembered some existing ministries to make room for the new ministers. No one has an inkling what the functions of the "Ministry of Initiative" are, apparently not even the government spokesperson. Like other defenders of the enlarged cabinet, the spokesperson was ill at ease about the functions of the Ministry of Initiative. So I turned to the dictionary and books to find out what "initiative" is all about.

In the political context, "initiative" is the right of citizens outside the legislature to initiate legislation, as in Switzerland. Swiss democracy is defined as "direct democracy" because people participate directly in the lawmaking process. In direct democracy sovereignty is exercised by the assembly of all citizens who choose to participate, and not by a section of the population through general elections. This "People's Assembly" passes executive motions, makes laws, elects and dismisses officials and conducts trials. In other words, the people take the initiative in lawmaking and the elected Federal Assembly endorses or rejects it following a procedure prescribed in the constitution. Despite being one of the richest nations in the world Switzerland has only seven ministers, as the constitution ordains. It has no prime minister and its president is elected for a one-year term.

And Switzerland does not have a "Ministry of Initiative."

Senator Mir Israrullah Zehri is to head of the newborn Ministry of Postal Services. The inclusion in the enlarged cabinet of a person who recently justified the burial alive of four women, in the name of "honour," was the last thing expected from the PPP, which vehemently advocates women's rights and emancipation. It is at such moments that people badly miss deposed Chief Justice Iftikhar Chaudhry. Since his ouster one year ago, the case of missing persons has been lost in the corridors of justice.

It is understandable that Prime Minister Yusuf Raza Gilani is obliged to appoint more ministers than needed. He heads a coalition government and needs the support of smaller parties to keep his government afloat, and in return for their support these parties' MNAs want ministerial posts. But since there are not enough ministries to go around, Mr Gilani is forced to split existing ministries or create new ones, such as the Ministry of Initiative. More ministers are expected to be sworn in soon. But they will need new departments to head.

Here are some suggestions for creating more ministries. The Ministry of Postal Services could be bifurcated into the Ministry of Postal Services (Internal) and Ministry of Postal Services (External). The Ministry of Tourism could be split into the Ministry of Tourism (Northern Areas) and Ministry of Tourism (Southern Areas). The Ministry of Education has limitless possibilities of multiplication: Ministries of Primary Education, Secondary Education and Higher Education.

People in the United States and the rest of the world are relieved that after the presidential election there, Senator Barrack Obama will replace President Bush in the White House. How relieved people are is depicted in this charming story.

One sunny day in 2009 an old man went to the White House and asked the Marine standing guard at the gate: "I would like to go in and meet President Bush." The Marine replied, "Sir, Mr Bush is no longer president and no longer resides here." "Okay," said the old man, and walked away.

The following day the man returned to the White House and said, "I would like to go in and meet President Bush." The Marine replied: "Sir, as I said yesterday, Mr Bush is no longer president and no longer resides here." The man thanked him and walked away.

The third day the old man again came to the gate: "I would like to go in and meet President Bush." The Marine, understandably agitated at this point, looked at the man and said, "Sir, this is the third day in a row that you have been here asking to meet Mr Bush. I've told you already that he is no longer president and no longer resides here. Don't you understand?" The old man said, "Oh, I understand. I just love hearing it."

The Marine snapped to attention, saluted and said, "See you tomorrow."
