Cabinet approves construction of Dasu Dam from November

The Federal Cabinet has approved construction of Dasu Dam to be started next month.

This was announced by Prime Minister's Special Assistant on Information and Broadcasting Dr Firdous Ashiq Awan at a media briefing in Islamabad on Tuesday.

She said Executive Committee of the National Economic Council (ECNEC) has already approved construction of the dam.

Dr Firdous Ashiq Awan said Ehsas under Graduate programme will be launched next month and the cabinet approved giving 50,000 scholarships in next four years.

She said scholarships will be awarded on merit-cum need basis and deserving students of 120 public sector universities will be eligible for the award.

She said children hailing from a family with an income of less than 45,000 rupees will be eligible for the programme.

She said the cabinet also granted approval for construction of high-rise buildings in different cities of the country, including Karachi, Peshawar, and Lahore, after identifying the air-routes by the Civil Aviation Authority.

Dr Firdous Ashiq Awan said the cabinet approved resolution of all the pending issues with Russia under various Memorandums of Understanding.

She said the meeting also discussed people and investment friendly laws. She said the cabinet approved new board of directors of Sui Northern Gas Pipelines Limited.

She said appointment of Chairman Evacuee Trust Board too got cabinet's nod. Dr Firdous Ashiq Awan said Prime Minister Imran Khan has directed the ETB to vacate state properties from illegal occupants and utilize them for public welfare.

Financing for phase one of the Pakistani hydropower project


Phase one of the Dasu hydropower project is estimated to require an investment of $4.3bn. The World Bank is assisting phase one with an International Development Association (IDA) credit of $588.4m and an IDA Partial Credit Guarantee (PCG) of $460m.

A consortium of local banks led by HBL bank extended financing of Rs144bn ($1.03bn), the first tranche of which was released in May 2017. Credit Issue Bank agreed to offer $350m, of which the first tranche of $188m was released in June 2017. A commercial loan of $2bn is proposed to be obtained from local and foreign banks by utilising the World Bank’s PCG.

The feasibility study for the project was conducted jointly by Associated Consulting Engineers (ACE), National Engineering Services Pakistan (NESPAK), Montgomery Watson Harza Energy and Infrastructure, Colenco Power Engineering, Dolsar, as well as Binnie and Partners.

Nippon Koei is providing detailed engineering and consulting services for the project. Main civil contract works are being performed by CGGC, China.

The relocation of a 25km stretch of Karakorum highway from Dasu town to Kaigah and the construction of 12km stretch of the right bank access road from Komila to the dam site are being performed by China Civil Engineering Construction Corporation (CCECC).

China Gansu International Corporation for Economic and Technical Cooperation (CGICOP) was awarded a $36m (Rs4.9bn) contract for the construction of the project colony and associated infrastructure such as water supply and water treatment works, electrification of colony, and roads.

The 132kV transmission line from Duber Khwar HPP to Dasu is being constructed by Power China.

Keep in mind funding for this dam has already been available for a while and we are accruing interest on it, while the Nooras didn't even lay a brick on the ground. Heck even the land had been not acquired.

Status:
Preparatory Works

• 5 Nos. Contracts related to the relocation of KKH, Access Roads and 132 Transmission Line awarded. Contractors for 03 Contracts (Dasu-KKH-01, Dasu-RAR-01 & Dasu-TL-01) are mobilized at Project Site and carrying out construction activities. 02 Nos. Contracts of Relocation of KKH (Dasu-KKH-02) and Right bank Access Road (Dasu-RAR-02) signed. Commencement will be issued upon Award of land.
• The Contract for Project Colony & Infrastructure (Dasu-PCI-01R) signed with M/s CGICOP (Chinese Contractor) on October 18, 2018.

Resettlement Works

• 3 Nos. Contracts of Resettlement Sites have been awarded & signed with Chinese firms.

Main Civil Works (Dasu-MW-01 & Dasu-MW-02)

• Main Civil Works Contracts awarded to M/s CGGC, China. Contracts signed on March 08, 2017. The contractor has commenced services and mobilized at site w.e.f June 23, 2017. Construction activities are in progress.

Electro-Mechanical Works (Dasu-EM-01)

• Bids received and opened on February 28, 2018. Evaluation of bids completed by Consultants and is under review by WAPDA.Bid Evaluation Report (BER) submitted to World Bank on 09.02.2019 for NOL. World Bank on April 01, 2019 conveyed the interim response to BER. Revised BER submitted to World Bank on 17.06.2019 for NOL.
• World Bank issued NOL on July 22, 2019, and accordingly WAPDA Authority approved the BER on July 25, 2019.

Land Acquisition
• The total land required for Project is 9,875 acres including 1,987 acres required on Priority basis for Preparatory & Main Civil Works. 740 acres out of 1,987-acre land has been acquired/in-possession of WAPDA.
• An amount of Rs. 2.20 Billion has been disbursed to Project affectees.

wait till you start hearing thank you sharif...

now i have realized that the people deserve what they get..

still i am eagerly waiting on bhasha dam..i hope govt starts that, if it does, it will get 10/10 in water department from me considering previous govt scored 0/10

last 10 years not a single project sane 100% WB funded generator installing at already build tarbela dam that too was stuck in so many loop holes...

some private expensive run of the river but thats pretty much it

2. Dasu ..stuck in disputes
3. Bhasha..tenders ordered..bidder will choosen soon, i expect it to start next spring(~april-may) though road might be build first and actual construction might be delayed another year

PTI prevented aquiring land back in 2014. Now they doubled the price making Dasu dam more expensive. At the end Pakistan need IMF once it cannot pay back loans taken for expensive projects.

Pakistan Water and Power Development Authority (Wapda) on Monday signed a contract worth Rs52.5 billion with the joint venture of GE Hydro China and Power China Zhongnan Engineering Corporation for starting electro-mechanical works on first stage of the Dasu hydroelectric power project.

Dasu hydropower project’s general manager and project director Anwar ul Haque and GEHC deputy general manager Aijun Xu — the authorised representative of the joint venture — signed the contract on behalf of their respective sides at a ceremony

The electrical & mechanical (E&M) contract includes design, supply and installation of six francis turbines, generators, main transformers, generator and station service switchgear along with related equipment. This will lead to final completion of major works of the project.

Wapda chairman, in his welcome remarks, said, “Today is an important day for the Dasu hydroelectric power project. The project is of vital importance that will add a major quantum of hydel electricity to the national grid in order to minimise reliance on expensive thermal generation and bring down power tariff
