This is a proposal to divide Burma into two parts, in effect a partition, one a place for Bamars, and the other for the rest of minorities, including some of the assimilated Burmese speaking ones like Mon.

Kachin
Shan
Kayah

Tanintharyi

The rump state of old Burma for ethnic Bamar majority will include:
Chin
Sagaing
Mandalay
Magwe
Of course Bamar/Burmans will continue to live in the new state as well, but they will remain a minority and not allowed into the military. Mon's of old Hanthawaddy kingdom will finally be able to revive their old language and culture.
The interested parties for this new state are potentially:
China (PRC)
Thailand
Bangladesh
The motivations are the following:
- Bamar tribe with their past dreams of empire and racial supremacy, are trying to impose their rule on smaller minorities, continuing the history of aggression from past imperial phase of Burma's history where they have come to lower Burma and absorbed the area from older ethnic group Mon's

- the proof for unsound policy of ethnic Bamar's is that the state of Burma still has not stabilized with active ongoing insurgencies by Kachin, Shan, Karen and others
Burma Insurgency
- the best solution is to separate the aggressor Bamars from the victims
- the new two states will also provide China connectivity to sea, Bangladesh connectivity to ASEAN as well as solution to Rohingya refugee problem and Thailand, end of its festering refugee problems at its border with Myanmar and constant flow of Burmese economic migrants to Thailand
- the rump state will be land locked, but it will be allowed to connect and integrate with all neighboring state under ASEAN integration policy of Mekong Delta sub-region
- this will end all insurgencies, as the aggressor is removed and bottled up in the new rump state, but attack from Bamar's will remain a threat from their rump state. Any time there is any aggressive behavior, they will be physically and economically isolated
- the new state will be militarily supported by China, Thailand and Bangladesh
Of course Bamars can decide to address all concerns of their minorities and neighboring states and decide to live peacefully among their neighbors, which will make this kind of project unnecessary, as it will stabilize this region and make growth possible for all concerned. If Bamar majority still cannot solve their issues with their minorities, which I believe they will not be able to for the foreseeable future, then it will be good for China, Thailand and Bangladesh, as well as ASEAN and other global powers to discuss possibility of supporting above partition project for Burma.
