It is not one time thing. Every now and then you will blame BSF. You should have long held your government responsible - not the first incidence. You should now that India is quite paranoid of the intruders, history suggests nothing good comes with the intruders from west. India has done its part, erected a fence, preventing people trespassing from its side. If at all there is someone at fault, it is Pakistani government who despite knowing the danger hasn't done anything.

BSF is well within its rights to shoot anyone illegally crossing the border, it is better to kill a 100 harmless ones then loose a few soldiers in one odd incidence.
