Seriously money is not the issue here.

5 billion a year for 25 years is nothing compared to the many hundreds of billions that India spends every year.

It is other factors apart from colonialism why India is still so poor.

S. Asia, bar Pakistan maybe, has turned the corner and looks set to grow at 7-8% a year for the next 2 decades at least.

S. Asians needs to sort their societies out if they ever want to hope of becoming developed states.
