Perhaps there's a false sense of multiculturalism that's keeping the Russian government from stamping this out in Chechnya at the very least (obviously they have no influence over Kyrgyzstan). Or fear of angering Chechnyans and increasing support for terrorism.

The Soviet Union had largely stamped it out, but after its collapse such barbaric practices have returned (along with other criminality in general). I think that regardless of worries about cultural sensitivity, the Russian authorities should start throwing these men in jail for good.

This was a funny movie when I watched it. Not anymore now that I've read this article.
