Israeli's say Hamas deputy head Saleh Arouri gave the orders to fire the missile at Israel from Lebanon. Hezbollah was unaware. Hezbollah and Israel are both interested in having him killed. Because Hezbollah doesn't want any resistance at Israel from Lebanon. And Israel likewise doesn't want the resistance to gain momentum in West Bank and for Hamas to be able to open a front from Lebanon.
