Right, but Trade war started now , China banned Canola and other crops import from Canada .Billions of Dollars of loss for Canada .

It started from signing the USMCA (US-Mexico-Canada Trade Agreement). The clause 32.10 needs the approval or approbation from the other two nations, or USA essentially, to sign a FTA with a 3rd nation. Check below video and it is a very good analysis:
