I'm wondering what is valuable target in Tibet worth the cost of 3 millions Brahmos.

there are different blocks of BrahMos which are specifically made for mountain warfare any air bases or helipads that are in its range are under threat and since BrahMos flies at a low altitude it adds to its lethality
