India could launch brahmos at pretermined targets, but Pakistan will respond with 10x as many baburs, raads, CM-802s, etc... in the end there would be far more losses on the Indian side with not much to gain for them.

You're right, India is country of almost 1.5 billion people, even a misfire will also kill atleast 100 .

Not just that but the Indian defence forces are very similar to the Saudi Defence Force ie a paper tiger. They both have the latest and greatest weapon systems, but when it comes to moral of the forces and training they lag far behind their peers. The Indians were somewhat exposed last year but got lucky that Pakistan did not escalate beyond shooting down their jets. i strongly believe in a future conflict Pakistan should hit them hard in order to expose how shallow their military really is.
