The Bangladesh Power Development Board has signed a deal with General Electric to build a 3,600MW LNG-based power plant in Moheshkhali of Cox's Bazar.

The memorandum of understanding was signed in Dhaka on Wednesday, reports bdnews24.com.

According to the MoU details, the Switzerland unit of GE will own 30 per cent of the joint venture, while BPDB will hold 51 per cent with the remaining 19 per cent left for a future strategic investor.


The development of 5,600-acre land is estimated to cost $1.6 billion and the power plant will cost $2.8 billion.

BPDB Chairman Khaled Mahmood and GE Power President and CEO Russell Stokes signed the MoU.

Prime Minister’s Power, Energy and Mineral Resources Adviser Tawfiq-e-Elahi Chowdhury, State Minister for Power, Energy and Mineral Resources Nasrul Hamid, US Ambassador Marcia Bernicat and Power Secretary Ahmad Kaikaus were also present.

The GE is a multinational conglomerate incorporated in New York and headquartered in Boston in Massachusetts of the United States.

DHAKA, July 11, 2018 (BSS) – Bangladesh Power Development Board (BPDB) today signed a Memorandum of Understanding (MoU) with General Electric (GE) to build a 3,600MW LNG-based power plant with an investment of $4.4 billion at Moheshkhali.

BPDB Chairman Khaled Mahmood and GE Power President and CEO Russell Stokes signed the MoU on behalf of their respective sides at the Bidyut Bhaban here, BPDB Director (public relations) Saiful Hasan Chowdhury told BSS.

Prime Minister’s Power, Energy and Mineral Resources Adviser Tawfiq-e-Elahi Chowdhury, US Ambassador to Bangladesh Marcia Bernicat and Power Secretary Ahmad Kaikaus were also present.

The single 2.4GW Roopur nuclear power plant that is being built is going to cost 12-14 billion US dollars.

LNG is expensive and quick fix. Most companies will be interested in LNG based plant due to low initial cost. BD will find itself in massive current account deficit if it allows these kind of projects. BD needs to put more emphasis on coal powered plant instead.

Not really.

LNG fuel based plants cost half as much money to produce electricity than diesel fired power plants. They are only slightly more expensive to run than coal, but this is made up in the really low cost to build the plant in the first place.

BD is not putting all it's eggs in just natural gas as we are seeing construction of nuclear, coal and gas based plants currently.

Any Memorandum of Understanding (MoU) is very weak in substance. Only the future knows what is waiting ahead. MoU certainly is not a commitment. A long negotiation period is needed to reach the final agreement.

It is determined by how many MW that power plant will produce. Here 3600 MW will be produced at a cost of 4.4 b USD. It is reasonable.
