Boeing to help set up transonic tunnel facility

No buddy,this facility was never meant to be a high altitude test facility but just a plain simple Transonic Wind Tunnel facility.

There seems to be two seperate projects Boeing is helping India with then:

Boeing will establish a High Altitude Engine Test Facility as well as a Trisonic Wind Tunnel Facility at India's Defense Research and Development Organization (DRDO).
I ndia signed the Letter of Acceptance for ten C-17 Globemaster III heavy lift aircraft on Tuesday.

The aircraft, manufactured by Boeing, will cost USD 4.116 billion and will be delivered in four years.

According to a sources in the Ministry of Defense, Boeing will establish a High Altitude Engine Test Facility as well as a Trisonic Wind Tunnel Facility at India’s Defense Research and Development Organization (DRDO).

Yes,these two are different facilities.While the High altitude engine test facility will be of great held in our aero engine development the wind tunnel is simply not good enough.Atleast MoD should have asked for a Mach 12 wind tunnel similar to the L&T developped one.
