Boeing don't submit formal report, the investigation report is written by Chinese authority who investigate the incident. Boeing only job is to provide technical detail for the aircraft in question.

Boeing needs to develop a new aircraft to rival A320. Their 737 is at the end of the line. I try to avoid airline which will allot 737MAX to the route.
