I think the constant blaming of Pakistan's ISI is the result of an inferiority complex.
When Shree Manmohan Singh contracts even a flu virus the finger is immediately pointed westards and blame proportioned to the ISI. The ISI is the political Gabbar Singh of the indian psyche, or the parochial "bhaooo ajayga"
If the ISI did even a tenth of what it was accused of, it would be the worlds most prolific and effective intelligense agency.
Do Indian's actually think Pakistanis are so superior to them in intelligence, daring, innovation, and cunning that their intelligence agency with meagre funding, is able to terrorise and kill at will in a vast country of more than a billion people, against a plethora of indian intelligence agencies whose annual budget is 50,000 crore?

You are a big country, you should have global agendas and goals. Your policy should be independant of your small neighbour. INstead, it is well known that in every international forum Indian diplomats cease to discuss trade, prosperity, global warming, or a plethora of issues that should demand india's attention and instead focus solely upon the Pakistan question, and harp on about Pakistan has done these various injustices, infiltration, etc.
When will India step out from Pakistan's shadow and admit that the terrorists are from within their own country, and may actually have something to do with how they treat their own people. If secular India was so great and inclusive, how would any intelligence agency, no matter how intelligent, be able to recruit people to do such dastardly things?
A couple of years ago a group of American and European diplomats were so peeved about an Indian diplomatic delegation, that constantly brought up the topic of pakistan, that they actually left the meeting early in annoyance, saying that the Indians are too obsessed with "Pakistan specific" issues.
On the other hand I am also upset with our own government, media and commentators, that they do not mention India enough, even when there is ample proof of some Indian misdoing. It's about time we gave RAW some credit too, and not let it feel too isolated in the celebrity ratings of the international intelligence agencies.
