They can stay there and live like the rest of the world lives in their own lands under the law. If we go by your logic, Kalash people don't have their own country, some of them should take funds from RAW and start their separatist movements. Similarly Zoroastrians don't have their own country, ISI should fund Zoroastrians in India so that they could start a movement for their own land. Every province feels they are getting less compared to others that doesn't mean one should start supporting separation and separatist movements. Even in Germany there isn't equal pay, happiness or job opportunities in every state, if Baden-Württemberg does well it doesn't mean "some" people from a less fortunate state start to oppose the idea of nation that is Germany. People should look for democratic means to propose their ideas or deficiencies, if they don't get elected because they are in minority then they should accept the election results and fix their own problems instead of projecting like they are the voice of every Baloch.
The Kalash and Zorostrians numbers are not significant enough to make an impact, the Sikhs who want a Khalistan numbers are significant enough to make an impact, the same with Quebecers who want a Quebecois here in Canada. What do they all have in common... Nationalist sentiments.
The same old story is repeated through the tides of times, it occurred with the Latins who were the confederates of the Romans, and later the Roman allies, Samnites, Etruscans among others, and further down in history with the Germans as well as the Scottish and Irish, and of recent history, the Tamils, Kurds, Baloch, Catalonians.
How do you curb such sentiments? Unfortunately you can't, at least not completely, but you can weaken it by giving them representations in assemblies, parliaments, etc. The bottom line is that the Majority of any nation will be the natural rulers of their respective nation, and the minority will always have these sentiments, worst case scenario is outright balkanisation or a peoples war which happened with Yugoslavia and Sri Lanka, and after that is what is happening in Iraq with the Kurds who have visa requirements for non-Kurds to enter into their areas, followed by outright racism which is happening in countries I won't name in case I cause offence. It is something you will have to live with and a never ending battle of appeasing minority groups.

Its a never ending battle, and the best antidote I can think of is religion... Islam. It's like the post I made a few weeks ago... When Religion is weak, nationalism will be strong, when religion is strong nationalism will be weak, but this disease will always be there. It's a story as old as time...
