BJP to lift AFSPA to end J&K stalemate?

BJP general secretary Ram Madhav met PDP president Mehbooba Mufti at her residence here on Wednesday and, according to sources, conveyed to her the Centre's willingness to lift the contentious Armed Forces Special Powers Act (AFSPA) on a trial basis from Jammu & Kashmir. Madhav also spoke of handing over two power projects to the state to end the 40-day deadlock over government formation.

Following former CM Mufti Mohammad Sayeed's death last month, his daughter Mehbooba has delayed government formation with BJP, seeking specific concessions from the Centre "to rebuild confidence in her party cadre".

The phased revocation of AFSPA and the handing over of the power projects -Dulhasti in Kishtwar and Uri in Baramulla - were part of the agenda for alliance or the common minimum programme agreed on by PDP and BJP last February.

However, Madhav and Mehbooba declined to share the details of the meeting with the media. Mehbooba, sources said, had asked the Centre for the revoca tion of AFSPA from areas where militancy had declined over the past decade.

Sources said that the Centre might agree to lift AFSPA from Srinagar and Kathua district in the first phase on a trial basis. This was conveyed to Mehbooba by Madhav during their meeting, BJP sources said.

Since BJP has agreed to fulfil the conditions put forth by the PDP chief, a formal announcement of government formation will be made soon, BJP sources added.

"The stage is set for a new PDP-BJP government in the state," a BJP official said.


J&K has been under governor's rule ever since the Mufti Sayeed died on January 7 this year. Sources said the BJP leadership has met thrice in recent weeks to try and resolve issues bedevilling the rebuilding of their coaltion with PDP. At the same time, it has said it won't edit or redraft the agenda of alliance.

Mehbooba had earlier pitched for the J&K specific measures like state control over the power corporations and asked BJP to come clear over the implementation of the agenda of alliance.

AFSPA should be lifted marginally only in few cities, not all of them. Currently BJP is in no position to gain anything if they contest assembly elections. So form an alliance and keep few things under their control.

I strongly believe that AFSPA should be repealed after an assessment... not all areas in Kashmir are infested with Terrorist activity.. its about time Army moves bacck to cantonments... and to securing LOC and Borders...

Totally disagree! Can any boundaries be laid down for terrorists infiltrating from across the border to operate in? NO! You think one area is clear and lift AFSPA there and the next day you'll find these yahoos establishing themselves in that area. Then what? Reintroduce AFSPA again in that area? There would be nothing but chaos.

Until terrorism stops emanating from across the border completely, lifting AFSPA is a bad bad idea. And export of terror proxies from across will never end.

You may not even be aware of what happened in the late 80s and early 90s when the Valley was aflame with support from terror groups from across the border. If you are, then you wouldn't be speaking like this!

THen why not push for AFSPA across country.. even Maoists are killing people across many Districts... Army needs to move back some day or another... there can never be permanent deployment of the Army... thats' a drain on resources.

We have lived that... Lost people to that... so don't tell me that it hurts... At least we can save people from becoming cannon fodder to Anti national forces.

AFSPA has to go one day. Time has come for J&K police to step-up its efforts in combating terrorism. The local police stations need to be revamped into intelligence hubs. This can be achieved this way:

The money from the centre and state will go directly from the Home dept. to the SHO of the police station. The SHO will then be given the responsibility to use this money for hiring locals as informers as well as use the money for rewarding informers, particularly children. This will streamline the intelligence inflow and therefore help effectively in neutralising or arresting insurgents. Also the SHO will be given the task of area domination as well as swaying the youth away from radical militants and ideologies. Also it is necessary to arm and train the JKP with new methods of counter-terrorism. A special unit within JKP needs to be raised particularly for room intervention and other CQB roles (a role currently played by SF). As for the army, they can provide logistical, numerical and intelligence assistance to the JKP. They can provide additional manpower required by JKP during area domination, combing operation and laying cordon during CI ops. It's interesting to note that according to a J&K state RTI enquiry on the establishment of S.O.G the response was that neither J&K Legislative Assembly nor the J&K High Court have given any approval. The J&K govt had been running JKP SOG under its own discretionary powers. This means establishment of SOG is illegal on the lines of Salwa Judum or the more dreaded Ikhwani.

The bottomline is AFSPA must go for the better of J&K. Although Army is doing well in J&K the primary responsibility of the internal security of J&K is of the police. Their role should not become subservient to Army.
