40% increase in return filers is indeed an encouraging development. But it would be misleading to assume that it has resulted in a doubling of tax to GDP ratio. Please note that the gross increase in revenue is only 17%. If this increase was calculated in PKR, then in real terms ($ used to import oil) - revenue may actually be lower because of PKR devaluation.Direct tax collection has risen more and with it the number of tax filers.
The thing is people will be cajoled to pay tax when the govt. is not splurging the money on extravagance and useless projects.
