Bill moved in US senate to bring India on a par with NATO allies

It seeks to bring the change through an amendment to the relevant sections on foreign military sales in the National Defence Authorization Act (NDAA) 2020.

New Delhi: Two top US senators have moved an amendment to change the US Armed Controls Export Act to bring India on a par with NATO allies, Israel, Australia, New Zealand and Korea for purposes of selling military items under the ITAR (International Traffic in Arms Regulations) list.

The bipartisan amendment moved by Democrat Senator Mark Warner and Republican Senator John Cornyn on Thursday seeks to bring the change through an amendment to the relevant sections on foreign military sales in the National Defence Authorization Act (NDAA) 2020.

Those aware of the details told ET that this will now kickstart the process of deliberations for the conference process in which the Senate and House versions of the NDAA will be reconciled. If the amendment makes it through this process, then it will signal a big shift in Indo-US relations.

There are two technology control lists in the US system – one is under the Export Administration Regulations, which places controls on the sale of dual-use items that have both civil and military uses and the second is the ITAR list. The civil nuclear deal paved the way for India to access items on the first set of lists.

The Major Defence Partner status allowed the Pentagon to move on sales of highly sensitive military items to India. However, the licensing and approval process was quite elaborate. Also, the Department of State, which goes by the Arms Export Control (AEC) Act would raise questions.

The AEC Act governs the ITAR list. The only countries where the President enjoys considerable executive freedom for such sales are the NATO allies, Australia, Israel, New Zealand and Korea. This is how inventories also remain wellstocked in these countries for realtime operations.

The amendment, if it goes through, will make it possible for the US to fulfil India’s operational requirements in quick time, thus improving its reliability on supplies.

This text of the amendment states: “The Arms Export Control Act is amended— (1) in sections 3(d)(2) (B), 3(d)(3)(A)(i), 3(d)(5), 21(e)(2)(A), 36(b)(1), 36(b)(2), 36(b)(6), 36(c)(2) (A), 36(c)(5), 36(d)(2)(A), 62(c)(1), and 63(a)(2), by inserting ‘‘India,’’ before ‘‘or New Zealand’’ each place it appears; (2) in sections 21(h)(1)(A) and 21(h)(2), by inserting ‘‘India,’’ before ‘‘or Israel’’ each place it appears.

The amendment is expected to gain traction also because India and US have also signed the COMCASA (Communications, Compatibility and Security Agreement) and are in detailed discussions over BECA (Basic Exchange Cooperation Agreement). Both are foundational agreements for defence cooperation with the US.

Under the COMCASA, the US has already set up a secure link between the Indian Navy headquarters and the US Pacific Command to share real-time information. Also, the Selective Availability Anti-Spoofing Module GPS was also cleared for the C-17s and C-130s. Both sides are in discussions to set up a COMCASA register.

These are developments, sources said, which will strengthen the case for the amendment to go through. Those supporting the Bill are also counting on the fact that both Warner and Cornyn are senior senators and are taken very seriously by all stakeholders.

No biggie we are Major non nato ally for 17 years. Doesn't do shit except make u dependant on united states. Even if u want to fart u cant. U gotta ask uncle same first.

we paid 3 times to usa which they blocked our systems. United States is a very unreliable partner
Until and unless you say yes sir yes sir. They won't be happy. Its not easy making usa happy. They wamt china weakened amd they want india to do it.

India has accepted this role. So it the game is on now. Russia China Pakistan and iran are in opposite camp even if no one admits it just yet.

This is clear indication of pre-cold war era of bi-polar world. However, this time we are on the red side and India on the blue side.

However, rest are the same, at that time blue was rising and were gathering more allies and this time team red is on the rise and is having more and more allies.

The most stupid part of this on part of USA is that they used China as a same vessel against USSR and now China is the threat, so are they doing the same mistake or this time its different?

I think the game is to make India and China destroy fighting each other and it will be taking 2 potential enemies with a single shot.

As i see things both US and Russia pushing India to take own advantages.Once india opt to choose s 400 say bye bye to F 35 in future as data collected by s 400 will help russia to design s 500 more lethal and definitely capable to detect stealth planes no wonder US block Turkey too on that point as it is their future major sale along with own defense (US currently in handshake agreement of LM for 478 f 35 for themselves ) and for future there is no alternate for India visible of 5th gen to get after scraping SU 57 project.On other hand US will offer PAC 3 later THAAD too but their prices are astronomical compare to Russian system thats why called it interesting game.Russia also holding Pakistan card to play later

If china and ussr could not destroy each other, india is 10x more primitive than china. Both wont be destroyed garanteed. Unless usa fights itself india will be seperated into small countries with different shades of black people dividing the country north to south east to west.

China might only loose xinjiang and that too might not happen without pakistani support. If pakistan supports xinjiang freedom it will be easier as we share border and commonalities with them. But why divide china? We ourselves want a union alliance with china. Together is better. So it is india who is surrounded from 3 sides With enemies.

Irony and funny thing is . india is having wet dreams of distintegrating pakistan . what actually will happen is something we have to wait and watch ;)

We are Friendd of chinese and now we dont have russia as an enemy. Even iran respects us and needs us. So lets see where modi's india goes in 5 years :D

Thanks US but India will not be the 26th state of US like other NATO state. India will maintain relationship with Russia and Iran as well.

F-35 can already be tracked and locked on by russians and chinese. Its the F-22 raptor and next big secret bird which are being researched upon.

F-35 drama is just a political mess. F-35 is a threat to soft targets like syria iraq armenia lebanon palistine cyprus. Perhaps to some extent iran too. Not sure what russians shared with iran.

S-600 however is in design and research phase. With half hemisphere of earth coverage. S500 is just 3000 km ranged with help from settalite mirror relays. But unreliable in 2019. Will take time to mature. Its even anti liw earth orbit cruise missile hunter.
