National defense spending has nothing to do with education budgets of the states. However the state social program costs and liabilities do. Bill Gates example of California is a case in point.

California is also fast losing its tax base. Because of the unfriendly environment towards businesses they have created. Yet they are struggling to do anything about the problem, because of the liberal mindset of "we need more money so let’s raise taxes". To do anything else would require them to severely cut social programs that they use to their political advantage. And that is to unpalatable to them.

States all over the U.S. are locked in battles right over large budget cuts. The same goes for the federal level as well. Democrats are loath to make deep cuts in their previously sacrosanct programs.
