Bhutan seeks to be India's hydel plant

Nepal is difficult.

Bhutan is easier. But Bhutan government though licking up India, is wary of India as well. Over the pass 30 years, Bhutanese has been expelling Nepalese to prevent Sikkimization.

Indian constitution allows special powers to states in this regard. Taking Bhutan and Nepal into Indian Union is a just like announcing to the world , Both the countries are like any other state in India, even though they are recognized as countries.
