Yup , in our religion Adulthood is tied with start of Puberty, not a certain age.
Any boy or girl who enters puberty, can marry.
Makes perfect sense, as puberty is when people start having physical needs, not at 18 years old.

Our prophet Muhammad ﷺ

married a 9 year old Hazarat Ayesha , after she reached age of consent or Adulthood.
He also married Hazarat Khadija who was about twice His age.
Setting examples for us at both ends of spectrum, and we are proud of Him.

Vaśiṣṭha (17.70) — "Out of fear of the appearance of the menses, let the father marry his daughter while she still runs about naked. For if she stays in the home after the age of puberty, sin falls on the father."

Baudhāyana (4. 1.11) — "Let him give his daughter, while she still goes about naked, to a man who has not broken the vow of chastity and who possesses good qualities, or even to one destitute of good qualities; let him not keep the maiden in his house after she has reached the age of puberty."

Manu Smriti (9.94) — “A man, aged thirty years, shall marry a maiden of twelve who pleases him, or a man of twenty-four a girl eight years of age; if (the performance of) his duties would (otherwise) be impeded, (he must marry) sooner.”

Vishnu Purana (3.10) — "If he marry, he must select a maiden who is of a third of his age."

Mahabharata (13.44.13) — “A person of thirty years of age should wed a girl of ten years of age called a Nagnika. Or, a person of one and twenty years of age should wed a girl of seven years of age.”

18 years is just an arbitrary age limits imposed by the modern society, mostly because young girls can be easily 'fooled' or deceived. But from Islamic perspective, a Nikah is invalid without the approval of parents.

And, well, parents (should) know better!

There is consensus that Hazrat Aisha was 10 years younger than her elder sister Asma, whose age at the time of the hijrah, or migration to Madina, was about 28. It can be concluded that Hazrat Aisha was about 18 years old at migration. On her moving to the Prophet’s house, she was a young woman at 21.

In Western countries, the banned marriage before the age of 21. But I see 13 year old girls pregnant.
They could not ban sex.
That's where Islamic concept of allowing marriage at puberty makes sense.

The age of marriage in UK for girl was 12 years old till 1800. Millions were married even before they were 12 years old.

Do not compare the today's age of marriage with marriage age of 14 centuries ago. Even Gandhi was married when he was 13 years old.

Also Ayesha was married when she was 6 and she stayed with her father till she was 9.
